The project aims to enhance th...e capacities of the Nigeria Prison Service (NPS) staff members on human rights issues, such that prison administration and the treatment of prison inmates would comply with international human rights law and UN standards and norms on the treatment of prisoners. In a first phase of the project, a training manual and a trainers' guide specific to the human rights training components of the NPS curriculum were produced. The second phase of the project aims at implementing the training manual and trainers' guide. The project is part of the activities within the framework of the bilateral Human Rights Dialogue between Switzerland and Nigeria. Human rights dialogues are one important instrument of Swiss human rights foreign policy.

Many countries transitioning t...o a higher economic status still struggle on the water and sanitation component. In countries where water supply or sanitation have been installed, aggregate outcomes tend to mask that the quality of services is poor, that inequalities are increasing and improvements in access do often not reach those groups who suffer most. Thus, new models of intervention and financing strategies are required for such countries.. Through this new initiative, and by finalizing a unique scaling-up process in Peru and replicating it in post-conflict areas of Colombia, SDC will also enrich the global debate on the fulfillment of the SDGs and the gradual exercise of the human right to water with a new model of intervention and a new financing strategy.

The Project supports the regio...nal water company of the Piura region EPS Grau in ensuring the provision of reliable and affordable and water supply and sanitation services, taking into account environmental and climate change considerations. EPS Grau is one of the largest water utilities in Peru and provides water and sanitation services to around 750'000 residents in the entire region (77% water supply, 62% sanitation coverage). EPS Grau and their customers are highly dependent on the efficient use and protection of the scarce and vulnerable water resources. The further development of the economically important coastal region (fishery, gas and oil production) is hampered by the inadequate and unreliable water supply as well as by pollution due to insufficient wastewater treatment.

This program aims at providing... technical assistance and training to Peruvian subnational governments in the area of public finance management (PFM). The objective is to improve public services delivery and increase cost transparency at the decentralized level. In Peru, regional governments and local governments represent more than 40% of total public spending. However, very little systematic action has been directed so far to support the strengthening and modernization of regional and local governments, thus reducing the capacity of sub-national governments to soundly deliver key public services in areas such as education, health, water and sanitation, waste management, public transport, and security. As of 2002, Peru has begun a new process of decentralization involving the gradual transfer of responsibilities and competences of economic and social matters to subnational governments (SNGs), which assume responsibility for an increasingly significant part of public investment. In 2013, subnational governments represented 42.6% of total public expenditure and 68.8% of public investment. Despite a significant transfer of competences and a large increase of internal resources, the decentralization process in Peru has not been accompanied by the strengthening and modernization of SNGs that is required to take on these new challenges.

Hand washing is known to be one of the most effective and cost-efficient tools to reduce the disease. The objective of this second phase is to promote awareness and positively influence hand-washing with soap at critical times among target groups, children and caretakers, in rural Burundi and urban Zimbabwe. The campaign will make use of new technologies and will test a newly developed mobile app in behavioral change education.

Space of Hope (SOH) is a nonpr...ofit organization aiming to cater the needs of poor and needy people in the Northern Syria. Facing the increasing number of Internally displaced persons (IDP's) in Aleppo city, SOH is launching a project to offer them (especially to youth and women) spaces to practice their hobbies, learn vocational skills or propose a project, in order to improve the mental health of beneficiaries and help them to react towards their responsibilities in the community. In that perspective, the project of Space of Hope aims to offer a special standard of psycho-social support and mental health activities to children, youth and women in Aleppo city liberated areas, by establishing 3 underground spaces to facilitate different kind of cultural and artistic activities for 3'000 students whom are already registered in their 11 supported schools, 1'200 child whom are benefiting from their two child friendly spaces and the 150 women whom are visiting the Jasmin Ribbon (Women Empowerment Centre). Further, SOH plans to run a community-cultural center in Aleppo city.

Depuis 2011 la Syrie est bloqu...ée dans un terrible conflit marqué par de nombreuses atrocités. Ces exactions nécessitent un processus de traitement du passé et ainsi offrir au peuple syrien un sentiment de justice. Cette étape de justice transitionnelle est fondamentale pour éviter de sombrer dans un sentiment d'injustice qui pourrait entrainer un cycle de vengeance et empêcher une sortie de crise durable et stable. Le travail du Syria Justice and Accountability Centre met l'accent sur la nécessité d'une approche holistique à la question de l'impunité, fondée sur la nécessité de traduire en justice les coupables, mais aussi accompagner le travail juridique par une série de mesures extra-judiciaires de traitement du passé. Cet objectif fait partie intégrante de la stratégie de la Suisse en Syrie c'est pourquoi la Suisse soutient le Syria Justice and Accountability Centre dans son travail.

The Swiss Agency for Developme...nt and Cooperation (SDC) was engaged in the Fergana valley both in Uzbekistan and Tajikistan with the Regional Rural Water Supply and Sanitation project since 2007. Due to difficulties in implementing regional projects in Central Asia, SDC decided in 2012 to develop two separate country projects with a regional view. The overall objective of the project is to improve the rural population's health and livelihood with sustainable safe drinking water and sanitation facilities as well as with the development of training for better household hygienic behavior.

The effort put into setting up victim support structure needs to be consolidated, providing victims of torture with the necessary support and building sustainability through local partnerships.

The project will reduce the environmental impact of the station with a significant reduction of energy consumption as well as odors to the neighborhood, and a better quality of treated wastewater. This latter aspect is particularly relevant for a country like Tunisia, which has only very limited water and thus depends on the re-use of treated wastewater for agricultural purposes.

The project follows the reques...t by the Ombudsman on Human Rights of the Ukrainian Parliament to Switzerland for expertise in the field of torture prevention. Aim of the project is to launch a pilot project to support the Ombudsman's institution to enhance the observance of human rights standards by the security services involved in the military operation in Eastern Ukraine in connection with the ongoing conflict. The Project strategy and activities are developed in joint cooperation with all relevant actors and stakeholders from the very beginning. In a pilot training series in Kiev and one region (e.g. Kharkiv) the current operations of security services in Eastern Ukraine are reflected upon in the light of national and international human rights norms. The pilot phase of the project entails two missions of an international expert to assess the needs at national and regional level jointly with relevant stakeholders, build trust and come up with a strategy for continuing engagement. The first mission will be to Kiev, the second mission to a selected region, e.g. Kharkiv. The first mission entails the discussion and finalization of a draft detailed agenda for the regional training session being at the core of the second mission. Following the evaluation of the second mission, a fully-fledged project proposal for a future Swiss engagement will be elaborated.

A pilot project 'Torture Preve...ntion in the Ukrainian Security Services' was implemented from 01.03.2016 - 30.06.2017. Within this project, three pilot trainings on the prevention of torture and ill-treatment with Security Services' officers in the conflict-affected area in eastern Ukraine were organized. To continue enhancing respect for human rights and prevent torture within security services, up to four tailored training seminars will be implemented, with the aim to develop content in a participatory approach, increase local ownership as well as increase interaction with civil society. A mandated Ukrainian expert on human rights will be in the lead to prepare and implement the trainings, with a mandated Swiss expert providing guidance and continuity from the pilot phase.

As the population and the indu...strial industry in Ba Ria Vung Tau Province is growing significantly, an appropriate wastewater management and treatment is required for the further social and economic development of the region. The project under the Mixed Financing Line II will connect households to the sewer system, rehabilitate and extend a semi-separate sewer system, establish a wastewater treatment plant and improve capacities at the new sewage and drainage company, BUSACO. This should also serve as a basis for the enforcement of industrial wastewater treatment. BUSACO will directly benefit of the project, the indirect but key beneficiaries are the approximately 90'000 inhabitants of the growing Ba Ria municipality and the population downstream of Dinh river and Thu Luu ditch. The project will be financed under the Mixed Financing Line II.

Zimbabwe's transition process ...is complex and unpredictable. President Mugabe's weakening health, intense factional fighting within the ruling party and failure by the opposition political parties to coalesce around a single candidate ahead of the 2018 general elections is increasing the uncertainty. Inclusive dialogue has the potential to support a peaceful transition process, but it is difficult to establish in such a complex political context. Dialogue demands tailored approaches, which often have to be designed at short notice, to take advantage of political opportunities. The Swiss government aims to support inclusive dialogue processes on a range of sensitive political issues that are critical to securing stability, a peaceful transition and a democratic opening in Zimbabwe. Through a range of initiatives, Switzerland has established itself as a respected broker and facilitator with the ability to bring stakeholders together. In this unpredictable political situation, it is of key importance for the Swiss government to continue to be able to quickly and flexibly respond to the needs and opportunities on the ground, particularly for those interventions which involve Track 1. Due to these special circumstances, this framework credit is applied for in order to support strategic dialogue on important and emerging topics in a responsive manner.
