Ces orientations sont destinées aux responsables opérationnels des ONG au niveau du siège et du terrain. Ces orientations ne couvrent pas uniquement des activités de surveillance ou de protection armées, mais peuvent être appliquées à une gamme plus étendue de services assurés par les ESP.

"Some of the problems with our current drug policies stem from the fact that these policies have been largely bifurcated between two different and often contradictory approaches. One treats drug use as a crime that cannot be tolerated and should be punished; the other views addiction as a chronic re...lapsing health or behavioral condition requiring ongoing treatment and support. Neither of these views is all encompassing—it should be recognized that there are patterns of drug use that do not result in significant harm or health problems and therefore require no intervention. The public health approach presented here takes the view that our focus should be on the harm caused by drug use and the harm caused by our policy responses to it. We have focused specifically on illicit drugs, not because they are by themselves more harmful (in fact, tobacco causes more morbidity and mortality than any illicit drug), but because it has become increasingly clear that our current policies to manage illicit drugs are failing."

Some did not survive the difficulties that inevitably arise in processes of change, and ended up disappearing before the intended changes could be introduced. A large body of evidence highlights the pervasive and devastating developmental impacts of such exposure but there is also emer...ging evidence about the elements of living and learning environments that foster recovery and resilience. The Three Pillars framework has been developed to inform and empower those who live with or work with these young people but who are not necessarily engaged in formal therapy.

This landmark report is the result of the PAHO High-Level Commission on Mental Health and COVID-19. It provides an analysis of the mental health situation in the Region, followed by a series of recommendations and corresponding actions to support countries in the Americas to prioritize and advance mental health using human rights- and equity-based approaches.
