Experiences from Indonesia, Kenya, Uganda and Ukraine
In 2020, UNRWA will continue to support Palestine refugees affected by the protracted crisis through providing relief assistance and ensuring access to essential education and health services. Drawing on its existing structures, supply chains and capacities, the Agency will continue to adapt its int...erventions to respond to ongoing and evolving needs in an effective and agile manner. In Syria, it is expected that the spontaneous return of Palestine refugees from within and outside the country will continue in areas that experience relative calm and where basic infrastructure is rehabilitated, as observed in Sbeineh and Khan Eshieh camps in recent years. In 2020, UNRWA will increase its efforts to rehabilitate its facilities and restore its services in areas of spontaneous return, including in Dera’a, where small scale returns have been observed in 2019.

How we respond both now and going forward will help mitigate the impact of COVID-19, and to the extent possible preserve children’s rights to Survive, Learn, and Be Protected. We will focus our efforts on the most critical work essential to maintaining these commitments to the extent possible.

However, inadequate access to essential services and exclusion may makes early detection, testing, diagnosis, contact tracing and seeking care for COVID-19 difficult for refugees and migrants thus increasing t...he risk of outbreaks in these population and presenting an additional threat to public health. This document offers guidance to Member States and partners for the inclusion of refugees and migrants, as part of holistic efforts to respond to COVID-19 epidemics in the general populations.

The purpose of this brief is to provide practical tips for UNICEF country offices, partners and young people themselves on engaging adolescents and youth as part of the COVID-19 preparedness and response. As a first step, we recommend engaging with adolescents and youth to understand what their need...s are, and how they can take action. Consultations with adolescents and youth is your best ‘go-to’ resource to determine how UNICEF can engage, protect, and support adolescents and youth in the COVID-19 response.
Remember that the ‘do not harm’ principle must always be applied. All actions should be evaluated for potential risks for harm and, as necessary, plans developed to mitigate those risks.
