In September, 2018, the first international Medicine Quality and Public Health Conference was held at Oxford University, UK, to discuss opportunities and solutions to ensure that all people have access to affordable and quality-assured medical products. Delegates developed the short Oxford Statement..., calling for investment, policy change, and action to eliminate substandard and falsified medical products. The statement was born out of discussion between governments, national and international agencies, non-governmental organisations, professional associations, and academic institutions who together examined the latest evidence on the epidemiology and public health implications of substandard and falsified medical products.

In 2018, we are celebrating 20 years of progress in eliminating trachoma, the world’s leading infectious cause of blindness. Set up in 1998 by Pfizer Inc. and the Edna McConnell Clark Foundation, the International Trachoma Initiative (ITI) supports Ministries of Health in over 30 countries around ...the world by making Zithromax® available for use in public health campaigns to eliminate trachoma. The 20th anniversary of our founding gives us an opportunity to reflect on the distance we’ve traveled in fighting this disease, and raise the ambition for accelerating to a world where diseases like trachoma are a distant memory. We have not traveled alone these past 20 years – a broad coalition of actors including NGOs, the World Health Organization (WHO), Ministries of Health, health workers, and community members have made these incredible achievements possible. Annual and medium-term budget preparation processes are the platforms through which specific plans are transformed into actual resource allocation decisions. The aim of this Process Guide is to support key stakeholders involved in these processes (such as the Cabinet, Ministries of Finance and Healt...h, the Parliament, citizens, media, and civil society organizations) to reorient budgetary arrangements in order to facilitate the ability of national governments to respond to the COVID-19 pandemic by delivering, therapeutics, diagnostics, and vaccine services to their populations. Reorienting budgetary arrangements positions governments to sustain the capacity to mitigate and respond to COVID-19 while concurrently delivering other essential health services and working towards Universal Health Coverage (UHC). The reorientation process is an opportunity to better align budgetary arrangements to sustain systemic capacity to prevent emerging health threats over the short, medium, and long terms.

Six months after its launch on 24 April, the Access to COVID-19 Tools (ACT) Accelerator has already delivered concrete results in speeding up the development of new therapeutics, diagnostics, and vaccines. Now mid-way through the scale-up phase, the tools we need to fundamentally change the course o...f this pandemic are within reach. But to deliver the full impact of the ACT-Accelerator – and ultimately an exit to this global crisis – these tools need to be available everywhere. On behalf of the ACT-Accelerator Pillar lead agencies – CEPI, Gavi, the Global Fund, FIND, Unitaid, Wellcome Trust, the World Bank, and the World Health Organization, as well as the Bill & Melinda Gates Foundation – I am pleased to share this document setting out the near-term priorities, deliverables and financing requirements of the ACT-Accelerator Pillars and Health Systems Connector. Urgent action to address these financing requirements will boost the impact of the ACTAccelerator achievements to date, fast-track the development and deployment of additional game-changing tools, and mitigate the risk of a widening gap in access to COVID-19 tools between low- and high-income countries. Delivering on this promise requires strong political leadership, financial investment, and incountry capacity building. COVID-19 cannot be beaten by any one country acting alone. We must ACT now, and ACT together to end the COVID-19 crisis.

To address these major shifts and maintain momentum, ACT-Accelerator has defined four strategic priorities for 2021: Rapidly scale up the delivery o...f at least 2 billion doses of vaccines. Bolster R&D, evaluations & regulatory pathways to optimize products and address variants. Stimulate rapid and effective uptake and use of COVID-19 tests, treatments, and PPE. Ensure a robust pipeline of essential tests, treatments, and PPE.
