Eight years after Super Typhoon Haiyan, the most destructive storm to ever hit the Philippines, Super Typhoon Rai brought similar torrential rains, violent winds, mudslides, floods and storm surges to central parts of the Philippines, leaving a wide path of destruction and debris in its wake. While ...not as powerful as Haiyan in terms of wind strength, evidence shows that Rai damaged houses, infrastructure and livelihoods on a comparable scale or in even greater numbers. Most striking, Rai damaged 1.57 million homes, 500,000 more than Haiyan, across 11 of the Philippines 17 regions, with around 180,000-200,000 people still displaced – either still in evacuation centers or staying with friends, family or other temporary housing.

With a long term vision and considering deep-root...ed underlying drivers of disaster risk, it has set an overall target for 2030. it aims to provide a base for mobilizing and leveraging, primarily, national and external resources and will provide a basis for result printed outcomes.
The action plan identifies 32 priority actions under four pillars: risk information and awareness; risk governance; risk mitigation; and preparedness and response, rehabilitation and reconstruction. For each priority action, objectives, activities, outputs, duration, lead agencies, and supporting partners have been identified.

A recent survey of the literature and experience identified five broad actions that development institutions and governments, as well as their partners and stakeholders, can take to improve disability-inclusive disaster risk management. Those five actions are:
- Include persons with disabilitie...s as valued stakeholders in disaster risk management activities
- Help remove barriers to the full participation of persons with disabilities
- Increase awareness among governments and their partners of the safety and security needs of persons with disabilities
- Collect data that is disaggregated by disability
- Ensure that new construction, rehabilitation and reconstruction are accessible to persons with disabilities

A large amount of effort has been put into this two‐year exercise until finally we can present the results of the combined efforts. First of all, this is a credit to the Federation of Disab...led People in Swaziland (FODSWA): To the Management Committee headed by Ms. Buyie Masuku for being in control of the whole process, and to the Project Co‐ordinator Mr. Bhekie Jele who for the most of the study handled all aspects in this comprehensive and complex process. Mr Yusman B Kamaleri from SINTEF played an important role in supporting FODSWA during the implementation of the study.
