The Cartagena Declaration on Refugees was adopted by the Colloquium on the International Protection of Refugees in Central America, Mexico and Panama on November 22, 1984. The declaration is a non-binding agreement but has been incorporated in refugee law in various countries. The Cartagena Declarat...ion on Refugees bases its principles on the “commitments with regards to refugees” defined in the Contadora Act on Peace and Cooperation (which are based on the 1951 UN Refugee Convention and the 1967 Protocol).
It includes a range of detailed commitments to peace, democratization, regional security and economic co-operation. It also provided for regional committees to evaluate and verify compliance with these commitments.

The population of sub-Saharan Africa is projected to double by 2050 (99%). Other region...s will see varying rates of increase between 2019 and 2050: Oceania excluding Australia/New Zealand (56%), Northern Africa and Western Asia (46%), Australia/New Zealand (28%), Central and Southern Asia (25%), Latin America and the Caribbean (18%), Eastern and South-Eastern Asia (3%), and Europe and Northern America (2%).

In the Region of the Americas, between epidemiological week (EW) 1 and EW 52 of 2018, a total of 560,586 cases of dengue were reported (incidence rate of 57.3 cases per 100,000 population), including 336 deaths. Of the total cases, 209,192 (37.3%) were laboratoryconfirmed and 3,535 (0.63%) were clas...sified as severe dengue. Cases reported in 2018 were higher than the total reported in 2017 but lower than the historical average reported in the previous 11 years (2006-2016) (Figure 1). Similarly, the proportion of cases of severe dengue and dengue with warning signs reported in 2018 was higher than the previous two years, but lower than the preceding ten years, and it remains below 1% which was reached in 2015.
