This document is for humanitarian health actors working at national and sub-national level in countries facing humanitarian emergencies. It applies to Health Cluster partners, including governmental and non-governmental health service providers.
Based on the IASC Guidelines on Mental Health and Psy...chosocial Support in Emergency Settings (IASC, 2007), it gives an overview of essential knowledge that humanitarian health actors should have about mental health and psychosocial support (MHPSS) in humanitarian emergencies.
This document by the IASC Reference Group for Mental Health and Psychosocial Support was developed in consultation with the IASC Global Health Cluster.

The authors conclude that when services are locally available, persons with mental illness can be treated and rehabilitated within their own community. They can live with dignity and their rights are respected. There is a great need for inclusion of persons with mental illness in the existing developmental activities and in disabled persons’ organisations.

The mental health program is ensured today by the Mental Health Division on behalf of the health ministry. Its priority mission is to coordinate initiatives in that sector, ensuring the implementation of national policy in mental health as adopted by appropriate authority. This revision of the National Mental Health Policy has the objective to: Promote quality mental health care that aims at reducing morbidity in mental health, appropriate to the context and is accessible to the community.

Each principle has supporting Indicators and Comments and Case Studies designed to assist the reader to more fully underst...and the concepts that the principles are based on and how they can be translated into practice. The principles and indicators are intended to apply to both international and national staff and to both office and field staff, recognizing that adjustments may be necessary to take account of the unique needs and characteristics of each group and of the organization. They constitute a tool for learning, reflection and planning rather than a set of rigid rules or solutions that are applicable under all conditions.
