This has created severe food shortages and compounded existing vulnerabilities. Since July 2016, Namibia and Botswana have... declared national drought emergencies, in addition to the declarations made earlier by Lesotho, Malawi, Swaziland and Zimbabwe. Madagascar issued a letter of solidarity with the SADC Appeal, and Mozambique has maintained a red alert in affected areas.

The recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. The impact on their mental and physical well-being breaches the most fundamental human rights and represents a grave threat to durable peace and sustainable deve...lopment, as cycles of violence are perpetuated. The Paris Commitments adopted in Paris in February 2007 are an expression of strengthened international resolve to prevent the recruitment of children and highlight the actions governments can and should take to protect children affected by conflict. The main aim of these guidelines is to enable the central units of national TB and HIV/AIDS programmes to support districts to plan, coordinate and implement collaborative TB/HIV activities. These guidelines reinforce current medical understanding, that highly active antiretroviral treatment (HAART)... has decreased TB incidence of people living with HIV/AIDS. They are comprehensive, giving an overview of the range of activities that could be undertaken in high burden TB/HIV countries or where a rising prevalence of HIV might fuel TB. Activities highlight the need for comprehensive care, prevention and support for adults living with HIV/AIDS. Comprehensive TB and HIV care and prevention rely on full implementation of the DOTS strategy as part of a wide ranging HIV/AIDS care and prevention programme as well as collaborative TB and HIV programme activities.

Refugee law encompasses both customary law, peremptory norms, and international legal instruments.
The only international instruments directly applying to refugees are the 1951 United Nations Convention Relating to the Status of Refugees and the 1967 Protocol Relating to the Status of Refugees. Bot...h the Convention and the Protocol are open to states, but each may be signed separately. 145 states have ratified the Convention, and 146 have ratified the Protocol. This is the key document to refugee protection plus the text of the Protocol, which removed a deadline and geographical restrictions from the Convention.
