Disasters and public health emergencies can stress health care systems to the breaking point and disrupt delivery of vital medical services. During such crises, hospitals and long-term care facilities may be without power; trained staff, ambulances,... medical supplies and beds could be in short supply; and alternate care facilities may need to be used. This real-time learning process was carried out in order to identify the gaps and needs within World Vision’s current Ebola Virus Disease (EVD) response in Sierra Leone and to inform World Vision on how other surrounding countries (specifically those with national offices such as Mali, Ghana, Nig...er, Mauritania, Senegal and Chad) should prepare for a possible Ebola outbreak.

This research is one case in a study commissioned by the World Food Programme to investigate the participation of recipient community in the targeting and management of humanitarian food assistance in complex emergencies. The study involved a substantial desk review of existing documentation, and th...ree weeks of field work in February and March 2008. The purpose of the study was to understand the ways in which participatory or community-based approaches to targeting have been attempted, within the definition of community-based targeting suggested by WFP. The study was not an evaluation of targeting methods, although some critical examination of targeting was necessary in order to understand the constraints on community participation.

Results obtained in Lesotho are also compared to those obtained in
earlier studies carried out in Mozambique, Zambia, Namibia, Zimbabwe
and Malawi. The Lesotho study was undertaken in 2009-2010.
