This report serves as a background paper to five short studies Yemeni-international researcher tandems will jointly develop in the course of 2019. It places a particular focus on ‘peace requirements’, a term that seeks to draw attention to the manifold challenges to establishing stab...ility and building peace in Yemen and the resulting efforts which will be required. This report analyzes the current situation in Yemen by looking at social structures, current conflict dynamics, the role and situation of state institutions and external factors, and then moves on to focus on what is required to build peace in Yemen. In laying out these peace requirements, the report focuses on the following relevant sectors: economy, politics, culture and society, as well as security and justice. In a last step, it takes a look at the challenges to and capacities of five different actor groups in Yemen to address these needs: civil society, women, youth, the media and the private sector

- Authorities can build awareness for standards in Disaster Risk Reduction (DRR), by facilitating access to relevant standards, encouraging education on DRR-related standards and involving the standardization community.
- Standards need to be sustained by a powerful infrastructure that allows for reliable inspections, audits and precise measurements to be conducted by skilled professionals.
- Risk management best practice needs to embed, as emdodies in standards, more fully in regulatory frameworks in sectors that are relevant.

This paper outlines the background to and design of the Health Financing Progress Matrix (HFPM), WHO’s standardized qualitative approach to assessing country health financing systems. Primarily qualitative in nature, the HFPM assesses a country’s health financing institutions, processes, policie...s and their implementation, benchmarked against good practice in the context of universal health coverage (UHC). The paper also details processes which ensure that country assessments are credible. While health financing is only one of the core functions of a health system, it significantly influences both the extent to which the population accesses health services, and the extent to which they face financial hardship in the process. Through a forward-looking assessment process the HFPM contributes to building resilience within health systems, which also contributes directly to improved emergency preparedness and response.

This paper examines Japan’s ODA to the Philippines from a historical perspective. It traces the evolution of
aid institutions and policy framework over time; the disbursement patterns and strategic priorities of Japanese
assistance to the Philippines and the evolving and deepening aid relations ...of the two nations. In doing so, the
research highlights the role of initial aid priorities and practices and their persistence over time. Japan’s ODA
to the Philippines came in four waves which were shaped by critical historical juncture. The case of the
Philippines demonstrates that the interests of the donor and Philippine leaders crucially shape the aid priorities
and programs.
