A guide to promote health systems strengthening to achieve universal health coverage.
Yemen’s war has become one of the world’s worst humanitarian catastrophes . In September 2014, the Ansarallah (Houthi) movement allied with former President Ali Abdullah Saleh to seize control over the capital city Sana’a and renegotiate Yemen’s fragile power-sharing agreement, and then seve...ral months later pursued President Abed Rabbo Mansour Hadi south to Aden . In March 2015, Saudi Arabia and the United Arab Emirates launched a military intervention, ostensibly to restore Hadi to power . More than 1,000 days later, that war has settled into a brutal stalemate . Officially, the Houthis remain in control of Sana’a and much of the north, while the Saudi-UAE coalition controls much of the south . A comprehensive Saudi-UAE blockade and air campaign has caused incipient famine conditions, the spread of communicable diseases such as cholera and diphtheria, and a wave of internal displacement .

Continuing a worrying decade-long rising trend, the number of people forced to flee due to persecution, conflict, violence, human rights violations and events seriously disturbing public order climbed to 89.3 million by the end of 2021. This is more than double the 42.7 million people who remained f...orcibly displaced at the end of 2012 and represents a sharp 8 per cent increase of almost 7 million people in the span of just 12 months. As a result, above one per cent of the world’s population – or 1 in 88 people – were forcibly displaced at the end of 2021. This compares with 1 in 167 at the end of 2012. During 2021, some 1.7 million people crossed international borders seeking protection and 14.4 million new displacements within their countries were reported. The question of amnesties has come to the forefront once again as the Central African Republic (CAR) started a new round of African Union-mediated peace negotiations on 24 January 2019. While rebel groups demanded a general amnesty as a non-negotiable condition, the government maintained strong oppo...sition to any new amnesty. The Khartoum peace agreement signed on 6 February 2019 did not uphold rebel groups’ demand for a general amnesty, but it leaves many grey areas concerning the question of amnesty and justice.
