This report is a summary of the results of the preparation and implementation of the Learning Route (LR) organized jointly by the SUN (Scaling Up Nutrition) Movement’s S...ecretariat, the Fight Against Malnutrition Unit (CLM, Cellule de Lutte contre la Malnutrition) and PROCASUR Corporation; this Learning Route was held in Senegal from the 26th of May to the 1st of June, 2014. The threat posed by antimicrobial resistance (AMR) to public health as well as global health security has been reiterated in umerous World Health Assembly (WHA) resolutions. AMR is also prioritized under the Global Health Security Agenda (GHSA), and India is one of the contributing countries. The Mi...nistry of Health & Family Welfare (MoHFW) identified AMR as one of the top 10 priorities for the ministry’s collaborative work with WHO. The National Health Policy 2017 identifies antimicrobial resistance as a problem and calls for effective action to address it. Public Health Challenge and Priority”, was jointly organized by the Government of India and World Health Organization (WHO) in February 2016, which was attended by more than 350 participants. A new respiratory infectious disease, COVID-19, caused by a new coronavirus called SARS-CoV-2, emerged in early December 2019. Since then, the virus has spread to India and 106 other countries in Asia, Europe, North America, Africa, and Oceania. On March 11, the World Health Organization (WHO) decl...ared the outbreak a pandemic, which has since rapidly evolved. As an economic hub with substantial global connectivity and movement of people and goods, India is directly impacted by the COVID-19 pandemic. Although it is too early to gauge the full spectrum of the outbreak’s social and economic impacts, COVID-19 has already caused lockdowns in China, Korea, and in many countries in Europe, and in some states of India, suspension of schools and universities, disruption of food systems and other supply chains, as well as a slowdown in trade between India and rest of the world.

become even more vulnerable in emergencies.1 This is due
to factors su...ch as their lack of access to effective surveillance
and early-warning systems, and health services. The
COVID-19 outbreak is predicted to have significant impacts
on various sectors.
The populations most at risk are those that:
• depend heavily on the informal economy;
• occupy areas prone to shocks;
• have inadequate access to social services or political
influence;
• have limited capacities and opportunities to cope and
adapt and;
• limited or no access to technologies.
By understanding these issues, we can support the capacity
of vulnerable populations in emergencies. We can give
them priority assistance, and engage them in decision-making
processes for response, recovery, preparedness, and
risk reduction.

Résumé.
Malgré les efforts de promotion des mutuelles de santé depuis une décennie et l’existence d’une vingtaine de compagnies privées proposant des polices d’assurance maladie, moins de 1% de la population camerounaise bénéficie d’une couverture maladie. Les facteurs sous jacents ...sont entre autres : (i) la méfiance des ménages vis-à-vis des mutuelles de santé et des assureurs privés; (ii) l’absence d’obligation d’une assurance maladie qui en fait un produit de luxe ; (iii) l’ignorance des avantages des mécanismes assurantiels; (iv) la pauvreté et le montant élevé des primes d’adhésion et des cotisations annuelles ; et (v) la forte prévalence de l’emploi dans le secteur informel (80,6%). Pour y faire face nous proposons de : 1) Créer et pérenniser un environnement favorable à la promotion et au développement des MS ; 2) Subventionner les primes par le Gouvernement, les Partenaires et les Municipalités pour en réduire le prix d’achat ; 3) Instituer une collecte flexible des primes et établir un dispositif attractif de mutualisation du risque et des procédures d’achat qui inspirent confiance aux usagers et aux prestataires des soins.
