This handbook is a quick-reference tool that provides practical, field-level guidance to establish and maintain a GBV sub-cluster in a humanitarian emergency. It provides the foundations for coordination. More in-depth information can be pursued through resources referenced in this handbook. The GBV... AoR website (gbvaor.net) maintains a repository of tools, training materials and resources that complement this handbook. As a second edition, this handbook provides updates to practitioners on humanitarian reforms, lessons learned, promising practices and resources that have emerged since its first publication in 2010.

The synthesis looked across the evaluations and reviews as mentioned above to draw lessons and conclusions across the different contexts. The synthesis aims to identify:
recurrent issues, patterns and trends, and promising initiatives and lessons learned from existing programming including main...streaming in how UNHCR prevents, mitigates and responds to the risks of SGBV;
institutional management and leadership for SGBV in UNHCR;
factors which are contributing to success, including sustainability of services, and those which are inhibiting it;
the extent to which questions on SGBV are part of UNHCR evaluations of emergency responses;

Migrant and displaced children are at heightened risk to the immediate and secondary impacts of COVID-19. They often live in cramped conditions with limited access to water, sanitation, and hygiene (WASH), may be in immig...ration detention or “left behind,” live with disabilities, unaccompanied or separated from their families, and can be hardest to reach with accurate information in a language they understand. Migrant workers and refugees can live in the most disadvantaged urban areas, where access to essential services is already limited. Refugee and migrant children may also be prevented from accessing essential services due to legal, documentation, linguistic or safety barriers. Further, the misinformation on the spread of COVID-19 exacerbates the xenophobia and discrimination that migrant and displaced children and their families already face.

The first case of COVID-19 was reported in Mozambique on 22 March 2020. As of 26 May, Mozambique had 194 confirmed cases of COVID-19, of which 168 were locally transmitted. The country’s capital, Maputo, and the province of Cabo Delgado are currently the epicentres of the outbreak in Mozambique, w...ith Pemba and Afungi registering more than 50 percent of the overall cases. WHO published the first COVID-19 Strategic Response and Preparedness Plan (SPRP) on 3 February, 2020. This report highlights the main points of progress that were made up to 30 June 2020 under the three objectives outlined in the SPRP: scaling up international coordination and support; scaling up co...untry preparedness and response by pillar; and accelerating research and innovation. The report also discusses some of the key challenges faced so far, and provides an update on the resource requirements for the next phase of WHO’s response as part of an unprecedented whole-of-UN approach to the pandemic.

This document is based on currently available scientific evidence on treatment for drug use disorders and sets out a framework for the implementation of the Standards, in line with principles of public health care. The Standards identify major components and features of effective systems for the tre...atment of drug use disorders. They describe treatment modalities and interventions to match the needs of people at different stages and severities of drug use disorders, in a manner consistent with the treatment of any chronic disease or health condition. The Standards are aspirational, and such, national or local treatment services or systems need not attempt to meet all the standards and recommendations made in this document all at once. However over time, progressive quality improvement, with ‘evidence-based and ethical practice’ as an objective, can and should be expected to achieve better organized, more effective and ethical systems and services for people with drug use disorders.

straints and domestic structures, i.e. informality and weak coordination, led to truncated efforts in the healthcare
response, while persistent inequalities in access to technology and high levels of informality led to fragmented
education, labour policies and social protection responses. The report zooms into the Family Protection Grant
(Bono de Protección Familiar or BPF), a new social protection programme that covers informal workers, which
captures the difficulties in reaching unregistered populations amid lockdown and containment measures.
