The recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. The impact on their mental and physical well-being breaches the most fundamental human rights and represents a grave threat to durable peace and sustainable deve...lopment, as cycles of violence are perpetuated. The Paris Commitments adopted in Paris in February 2007 are an expression of strengthened international resolve to prevent the recruitment of children and highlight the actions governments can and should take to protect children affected by conflict. The Paris Principles are the operational guidelines related to sustainable reintegration of children formerly associated with armed forces and groups.

This first part guides the reader through the process of assessing whether or not the organization is ready to change towards becoming a more inclusive organization. The second part introduces the ACAP framework, which sets up a way of approaching inclusion via focus on the areas: Access, Communication, Attitude and Participation. It then demonstrates how the framework can be applied to projects and programmes. The third part provides guidelines for the people who will guide organizations through the process of change towards becoming inclusive of persons from marginalized groups.

This paper provides information to assist World Bank and GFDRR staff in affecting disability-inclusive DRM. It is based upon desk reviews of existing practice, as well as consultations with experts in the field of disability-inclusive DRM. The paper:

- Identifies value-added areas for GFDRR and the World Bank, including specific actions they can take to advance the disability and social inclusion agenda in DRM;

Globally, it is estimated that 128.6 million people are currently in need of humanitarian assistance. Of these individuals, approximately one-fourth are women and girls of reproductive age. When war breaks out in cities, the complexity and interconnectedness of the urban environment poses many problems for civilians. For persons with disabilities, the impact can be even worse and aggravate existing barriers and risks. Armed forces, authorities, first responders, humanitarian actors and... other persons living in the city itself need to be aware of the specific risks that persons with disabilities face so they can help to reduce them. This factsheet draws attention to some of the biggest risks and makes recommendations on how National Red Cross and Red Crescent Societies could better identify what support persons with disabilities need and incorporate this support into their own operations. It also makes recommendations for how National Societies could promote disability-inclusive interpretations and implementation of international humanitarian law among parties to armed conflict.
