Looking forward, the 2019-2020 Regional Refugee Response Plan (RRRP) for the DRC situation aims at addressing the needs of new arrivals of Congolese refugees in the region, and those in protracted situations. By supporting livelihoods opportunities and through a resilience-based approach, refugees w...ill be able to contribute to the development of their host countries, and of their country of origin upon their return. Given the limited capacity of host communities to support the impact of massive numbers of refugees, the response strategy will also address the needs of local populations, strengthening peaceful co-existence and building social cohesion.

The Organisation of African Unity (OAU) Convention Governing the Specific Aspects of Refugee Problems in Africa takes into account the unique aspects of the refugee situation on the African Continent. The 1951 Geneva Convention definition of refugees as "persons fleeing a well-founded fear of persec...ution" had not considered several problems encountered by African refugees and was too narrow within the African context. As a result, Article One of the OAU Convention adds a second paragraph to extend the definition of the term "refugee" and include external aggression, occupation, foreign domination or events seriously disturbing public order as causes of migration and flight.

More than 800,000 asylum seekers and migrants have arrived in Europe by sea in 2015, with most traveling onward to northern and western EU countries. According to UNHCR, the United Nations refugee agency, 84 percent were from Syria, Afghanistan, Eritrea, Somalia, or Iraq – all countries experienci...ng conflict, widespread violence and insecurity, or countries with highly repressive governments. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people, under pressure to expand services, create jobs and address long-standing development issues.
