Globally, millions of vulnerable people are experiencing increased hunger and poverty due to droughts, floods, storms and extreme temperature fluctuations as a result of a climatic occurrence: El Niño. This phenomenon is not an individual weather event but a climate pattern which occurs every two t...o seven years and lasts 9-12 months. The 2015/2016 occurrence is one of the most severe in a half-century and the strongest El Niño since 1997/1998 which killed some 21,000 people and caused damage to infrastructure worth US$ 36 billion. The negative consequences of El Niño are foreseen to continue through 2017, particularly in Southern Africa where this event has followed multiple droughts compounding the already fragile situation.

The Philippine Government, International Non-government Organizations (INGOs) and local NGOs are all making attempts to address the impact of disasters and climate change at various levels. The Philippine Government has made significant strides in the implementation of disaster risk reduction (DRR) ...planning and activities through the development of the National Disaster Risk Reduction and Management Council (NDRRMC) which acts as the lead agency for DRR in the Philippines. The disaster focal points are the NDRRMC and the Office of Civil Defence (OCD). The Department of Social Welfare and Development (DSWD) is responsible for leading immediate disaster relief efforts.
The Armed Forces of the Philippines (AFP) is a primary responder in disasters and have been deployed frequently to several disaster relief operations in the country in recent years. The Philippines has endured disasters that involve national and international assistance.

The extent to which climate change influences the transmission suitability and population at risk of mosquito-borne diseases across different altitudes and population densities has not be...en investigated. The aim of this study was to quantify the extent to which climate change will influence the length of the transmission season and estimate the population at risk of mosquito-borne diseases in the future, given different population densities across an altitudinal gradient.
