WHO QualityRights is an initiative which aims to improve the quality of care in mental health and related services and to promote the human rights of people with psychosocial, intellectual and cognitive disabilities, throughout the world.
This document has been developed to provide training and guidance to be able to understand what are human rights, what human rights mean for people’s lives, as well as the actions that can be taken by individuals and groups to respect and promote human rights.
These guidelines are applicable to all biomedical, social and behavioural science research for health conducted in India involving human participants, their biological material and data.
The purpose of such research should be: i. directed towards enhancing knowledge about the human condition while ...maintaining sensitivity to the Indian cultural, social and natural environment; ii. conducted under conditions such that no person or persons become mere means for the betterment of others and that human beings who are participating in any biomedical and/or health research or scientific experimentation are dealt with in a manner conducive to and consistent with their dignity and well-being, under conditions of professional fair treatment and transparency; and iii. subjected to a regime of evaluation at all stages of the research, such as design, conduct and reporting of the results thereof.

Scientists have known for more than half a century that patients could develop resistance to the drugs used to treat them. Alexander Fleming, who is credited with creating the first antibiotic, penicillin, in 1928, cautioned of the impending crisis while accepting his Nobel prize in 1945: “There ...is the danger that the ignorant man may easily underdose himself and by exposing his microbes to non-lethal quantities of the drug make them resistant.” Since then antibiotics have proved one of the most effective interventions in human medicine. Sadly, the overuse and misuse of this precious resource have brought us to a global crisis of antimicrobial resistance (AMR). To address this crisis nearly seven decades after Fleming’s lecture the first UN general assembly meeting on drug resistance bacteria was convened in September 2017.

This book reflects on a 15-year battle--one that is still continuing--against five tropical diseases that have been long neglected yet take a heavy toll in de...ath and human suffering today. It introduces some of the protagonists involved--patients in remote villages, health workers, community leaders, district and health ministry officials, researchers, donors and agency staff under the leadership of the World Health Organization (WHO). Its goal is to situate NTDs historically, culturally, and scientifically, and to illustrate the efforts taken over the years to end suffering and bring hope to the thousands of people who have been afflicted by these deadly diseases. Helping the WHO in this endeavour goes beyond fighting pathogens. It involves vigilance over a dangerous world and dedication to public health and well-being in a number of respects--from supporting human rights to creating a better environment for all.
