Strengthening resilient agricultural livelihoods
Level 3 responses are activated in the most complex and challenging humanitarian emergencies, when the highest level of mobilization is required across the humanitarian system. Even before the conflict escalated, the country suffered high levels of p...overty, food insecurity, undernutrition and malnutrition, water shortages and land degradation. Yemenis are also facing armed conflict, displacement, risk of famine and disease outbreaks.

- Regional analysis of acute food insecurity: Current situation (February-March 2015)
The COVID-19 pandemic is having a profound negative effect on the global economy and is occurring in the context of a rapidly changing climate. This year is expected to be the second hottest in recorded history. Weather forecasts for 2020 indicate a high probability that extreme weather will adverse...ly affect food production in many countries. This brief draws on historical evidence and demonstrates that reductions in national food availability caused by severe weather events tend to be considerably larger in magnitude when they occur during global economic downturns. The risks posed by this dual threat are particularly high for poorer countries that are net food importers. Taking actions to mitigate these adverse effects in the short-term, while building the resilience of agri-food systems to future shocks is critical for avoiding major contractions in food availability and associated risks of food insecurity.

In order to understand if the COVID-19 pandemic has impacted food availability and access at markets in Cambodia, the World Food Programme (WFP) monitors the retail and wholesale prices of key food commodities (see Annex 1 and 2) in 45 urban and rural markets across the country (see the Methods sect...ion for more details). An average of 340 traders and market chiefs are interviewed every two weeks, through a call center contracted by WFP. In addition to prices, market chiefs are also interviewed to assess market functionality, including supply and demand issues. Additional information is used to interpret the results and understand the broader context.

Food is one of the most traded goods, and the conflict in Ukraine, one of the European breadbaskets, has triggered a significant additional disruption in the global food supply chains after the COVID-19 impact. The disruption to food output, supply chains, availability, and affordability could have ...a long-standing impact. As a result, the availability and supply of a wide range of food raw materials and finished food products are under threat, and global markets have seen recent increases in food prices. Furthermore, the Russian-Ukrainian conflict has adversely affected food supply chains, with significant effects on production, sourcing, manufacturing, processing, logistics, and significant shifts in demand between nations reliant on imports from Ukraine.

Children continue to be exposed to powerful food marketing, which predominantly promotes foods high in saturated fatty acids, trans-fatty acids, free sugars and/or sodium and uses a wide variety of marketing strategies that are likely to appeal to children. Food marketing has a harmful impact on chi...ldren’s food choice and their dietary intake, affects their purchase requests to adults for marketed foods and influences the development of their norms about food consumption. Food marketing is also increasingly recognized as a children’s rights concern, given its negative impact on several of the rights enshrined in the United Nations Convention on the Rights of the Child. This WHO guideline provides Member States with recommendations and implementation considerations on policies to protect children from the harmful impact of food marketing, based on evidence specific to children and to the context of food marketing. Guidelines on other policies to improve the food environment are currently under development.
