This document has been developed for the WHO Regional Office for the Eastern Mediterranean to establish a regional plan of action to support the countries of the Region to rapidly accelerate the scaling up of their capacities for the prevention and early detection of, and ... rapid response to, coronavirus disease 2019 (COVID-19), as required under the International Health Regulations (IHR 2005). While the full effects of COVID-19 remain unknown, the pandemic continues to profoundly impact regional migration and mobility dynamics, with deep health, social and economic consequences for the most vulnerable, including migrants, displaced populations and their host communities, and returnees.
The global COVID-19 pandemic has led to unprecedented levels of disruption to education, impacting over 90% of the world’s student population: 1.54 billion children, including 743 million girls. School closures and the wider socio-economic impacts of COVID-19 on communities and society also disrup...t children’s and young people’s normal support systems, leaving them more vulnerable to illnesses and child protection risks such as physical and humiliating punishment, sexual and gender-based violence, child marriage, child labour, child trafficking and recruitment and use in armed conflict. Girls and other marginalised groups, particularly those in displaced settings, are particularly affected.

Some preliminary data suggested that more men than women are dying, potentially due to sex-based immunological differences, higher rates of cardiovascular disease for men and lifestyle choic...es, such as smoking. However, the experiences and lessons learned from the Zika and Ebola outbreaks and the HIV pandemic demonstrate that robust gender analysis and informed, gender-integrated response are vital to strengthen the access and acceptability of the humanitarian services needed to meet the distinct needs of women and girls, as well as men and boy and LGBTI people.

It should speed up the channelling of equipment and assistance to fight the coronavirus pandemic in Syria. It is addressed to all actors involved in the supply of humanitarian aid, such as the competent authorities of EU Member States, which manage the implementation of EU sanctions, and public and private operators (donors, NGOs, banks and other actors involved in humanitarian activities), which must comply with EU sanctions when providing assistance.

The World Health Organization (WHO)6, the Civil Society Action Committee and the Lancet Migration global collaboration are amongst many organisations that have advised governments against returning irregular migrants during the Coronavirus disease 2019 (COVID-19) pandemic. The expulsion of i...rregular migrants to under-prepared countries puts migrants and communities at risk, and is against the principles of solidarity and public health that should inspire action during these challenging times. It also puts at risk the staff who implement these policies. Detention, overcrowded conditions and lack of hygiene all render irregular migrants more vulnerable to the impact of COVID-19. Irregular laborers, agricultura land food workers, cleaners and caregivers are all essential in the response to the pandemic, there fore the temporary or longer term regularisation of migrants to facilitate their access to health, social services and employment should be considered as a humane, practical and self-interested alternative to forcible return.
