El objetivo general del marco es apoyar a la OMS y a los Estados Miembros en lo relativo a la participación significativa de las personas con enfermedades no transmisibles y afecciones de salud mental y neurológicas con vistas a la creación conjunta y la mejora de políticas, programas y servicio...s que les afectan. Este marco contribuirá a avanzar en la comprensión, el conocimiento y las medidas adoptadas sobre la participación significativa y los enfoques participativos conexos a partir de una base empírica en evolución. En él se ofrece orientación práctica y medidas para pasar de la intención a la acción y hacer realidad la participación significativa. El objetivo del marco es orientar a quienes trabajan en la OMS y en los Estados Miembros para hacer realidad la participación significativa de las personas con experiencia vivida. La OMS promoverá, brindará asistencia técnica y pondrá en marcha el marco en sus tres niveles (Sede, oficinas regionales y oficinas en los países) y apoyará a los Estados Miembros en la aplicación a nivel nacional mediante los procesos y procedimientos establecidos.

En 2015, l’OMS a publié la Stratégie et plan d’action sur WASH et les MTN à l’échelle mondiale qui propose de nouvelles méthodes de collaboration aux partenaires et les incite à investir dans les programmes en vue de soutenir la réalisation des objectifs de la feuille de route 2012 de l...’OMS contre les maladies tropicales négligées. Le cadre BEST, élaboré en 2016 par le réseau des ONG de développement chargées de la lutte contre les MTN, appuie la stratégie en proposant un cadre conceptuel utile pour
faire en sorte que toutes les activités nécessaires à l’élimination des MTN,
notamment l’approvisionnement en eau et l’assainissement ainsi que les
autres interventions essentielles d’élimination des MTN, soient menées à bien tout en garantissant la pérennité et le renforcement des systèmes de santé. Le cadre BEST peut être utilisé pour aider à planifier, financer et adopter des approches globales ciblant les groupes de population qui en ont le plus besoin.

It is the first publication in the WHO Intention to action series, which aims to enhance the limited evidence base on the impact of meaningful engagement and address the lack of standardized approaches on how to operationalise meaningful engagement. The Intention to action series aims to do this by providing a platform from which individuals with lived experience, and organizational and institutional champions, can share solutions, challenges and promising practices related to this cross-cutting agenda. The Intention to action series also aims to provide powerful narratives,inspiration and evidence towards the Fourth United Nations High Level Meeting on NCDs in 2025 and achieving the 2030 United Nations Sustainable Development Goals (SDGs).

Wherever possible, definitions are sourced or derived from existing, publicly accessible WHO documents. Specific sources are referenced, and where possible a web link is also provided to facilitate access to source documents. Hyperlinks were correct at the time of publication but are subject 2 Health Promotion Glossary of Terms 2021 to inevitable change. Alcohol use is deeply embedded in the social landscape of many societies, and some 2300 million people drink alcoholic beverages in most parts of the world. At the same time, more than half of the global population aged 15 years and older reported having abstained from drinking alcohol during the pr...evious 12 months. Several major factors have an impact on levels and patterns of alcohol consumption in populations – such as historical trends in alcohol consumption, the availability of alcohol, culture, economic status and implemented alcohol control measures. At the individual level the patterns and levels of alcohol consumption are determined by multiple factors that include gender, age and individual biological and socioeconomic vulnerability factors as well as the policy environment. Prevailing social norms that support drinking behaviour and mixed messages about the harms and benefits of drinking may encourage alcohol consumption, delay appropriate health-seeking behaviour and weaken community action.
