The Access to Controlled Medications Programme identified the development of treatment guidelines that cover the treatment of all types of pain as one of the core areas of focus for improving access to opioid analgesics. They are also important in improving access to controlled medicines for determining when those opioid medicines and when non-opioid medicines are preferred.

The survey method provides a measure of the security and preparedness of a given health facility in it...s specific context. Such a measure offers evidence-based guidance to assess whether urgent action needs to be taken and, if so, in what form.
Decision-makers can prioritize the most effective actions to mitigate specific risks and, eventually, will be able to rank the importance of needs faced by multiple facilities.
The survey covers three modules: the hazards affecting the facility, the current management procedures in place and the state of the physical infrastructure. Each of these modules is further divided into categories, and each category contains the questions – or indicators ‒ that cover the actual issues addressed in the survey. The 2016 interim update to the 2015 BHIVA antiretroviral guidelines has been published online to include tenofovir-alafenamide/emtricitabine as a preferred NRTI backbone for first-line therapy. Changes were based on new data and the consensus opinion of the writing committee. All changes to the guideline are highlighted and include updates to the chronic kidney disease and bone disease sections of special populations and some small changes to managing virological failure.

The health services delivery system in Zambia is pyramid in structure, with primary healthcare (PHC) services at community level, at the base, followed by first and second level hospitals at distric...t and provincial levels, respectively, and third level (tertiary) services at national level. Notably, primary health services are free in Zambia and health service providers are either governmentowned or not-for-profit facilities.
Over the years, resource constraints have affected the quality and extent of healthcare services at all levels, requiring the mobilisation of additional resources for the sector. In doing so, prioritisation was high on the agenda of health sector reform. The EHB, therefore, prioritises interventions with the highest impact on the population, enabling policy makers to revisit priority diseases and conditions and to cost the services provided at each level of facility. Other key issues in developing the EHB in Zambia have included the need to have cost-effective services and cost per capita of services for more systematic budgeting, to rank interventions and to validate and cost the health benefit package as a whole.
