Doctors, nurses, ambulance drivers and first-aiders are coming under attack while trying to save lives. They are threatened, arrested or beaten, their hospitals looted or bombed. Some are unable to work because medical supplies can’t get through; some are forced to flee for their lives. Some are e...ven killed.
Attacks on health-care personnel, facilities and vehicles during armed conflict are wrong. They are prohibited under international humanitarian law (also known as the law of war), because they deprive sick and wounded people of much-needed care.
Preventing violence against health care is a matter of life and death.

This strategic framework marries formerly separate mandates for HIV and TB management in to one, comprehensive collaboration. It provides a structure for how to: strengthen the health care system to respond effectively to both epidemics, reduce the burden of HIV/AIDS in TB patients, and establish a ...monitoring and evaluation system for the collaborative activities. Activities include: improving TB infection control in health care and other settings, enhancing TB/HIV diagnostic capacity, and harmonize data collection tools and local, national and international TB/HIV indicators.

Viral Load Scale-up and Decentralized Testing Experience in Botswana.
This AIDS 2016 presentation highlights how Botswana’s decentralized testing model provides an example of how “taking the services closer to the people, rather than people coming to the services” can increase access, when s...upported by strong partnerships.

The main aim of these guidelines is to enable the central units of national TB and HIV/AIDS programmes to support districts to plan, coordinate and implement collaborative TB/HIV activities. These guidelines reinforce current medical understanding, that highly active antiretroviral treatment (HAART)... has decreased TB incidence of people living with HIV/AIDS. They are comprehensive, giving an overview of the range of activities that could be undertaken in high burden TB/HIV countries or where a rising prevalence of HIV might fuel TB. Activities highlight the need for comprehensive care, prevention and support for adults living with HIV/AIDS. Comprehensive TB and HIV care and prevention rely on full implementation of the DOTS strategy as part of a wide ranging HIV/AIDS care and prevention programme as well as collaborative TB and HIV programme activities.

This edition of UNAIDS data shows the results of some of those successes, but also the challenges that remain. It contains the very latest data on the world’s response to HIV, consolidating a small part of the huge volume of data collected, analysed and refined by UNAIDS ov...er the years. This brochure is part of the PLHIV Kit developed under the brand Everyday for Life. It provides information on the 4 stages of HIV, as identified in the WHO Clinical Staging of HIV/AIDS for Adults and Adolescents.
The Capacity Project used the Learning for Performance (LFP) approach to develop the family planning (FP), HIV/AIDS and gender components included in the competency-based A1 nursing and midwifery pre-service curricula. LFP was also used to adapt the Rwanda national FP curriculum to an on-the-job tra...ining approach. This study documents the implementation of the and the lessons learned from its application in preservice education and in-service training in Rwanda.

Ministerial Instruction Number 20/40 of 10/09/2009 determining conditions and modalities for therapeutic care for people living with HIV and AIDS.
This policy will serve as a cornerstone from which to address the accessibility of Community Health (CH) services and to encourage its integration with services for HIV/AIDS, maternal and child health, and other development initiatives. This policy has been developed at an opportune moment, as Rwand...a is embarking on the introduction of community-based provision of family planning and non-communicable disease (NCD) services through Community Health Workers (CHWs). These efforts are anticipated to trigger a paradigm change in the way community health services are provided and accessed in order to contribute towards a healthy and productive Rwanda for all.

(Kherson, 14 November 2022) This morning, the United Nations, led by Humanitarian Coordinator Denise Brown, delivered supplies to help thousands of civilians in the city of Kherson. in southern Ukraine, less than 72 hours after the Government of Ukraine regained control of the city. This is the firs...t time that aid workers have been able to enter Kherson with humanitarian aid since Russian forces took control of the city in the first weeks of the war in early March 2022.

The increasing amounts of official development assistance (ODA) for health have been aimed primarily at fighting HIV/AIDS, malaria and tuberculosis. Neglected tropical diseases (NTD), one of the most serious public health burdens among the most deprived communities, have only recently drawn the atte...ntion of major donors. While frequently stated, the low share
of funding for NTD control projects has not been calculated empirically. Our analysis of ODA commitments for infectious disease control for the years 2003 to 2007 confirms that Development Assistance Committee (DAC)-countries and multilateral donors have largely ignored funding NTD control projects. On average, only 0.6% of total annual health ODA was dedicated
to the fight against NTDs while the average share of control projects for HIV/AIDS was 36.3%, for malaria 3.6%, and for tuberculosis 2.2%. This allocation of health ODA does not reflect the diseases’ respective health burdens.

We combine data on Chinese development projects with data from Demographic and Health Surveys to study the impact of Chinese aid on household welfare in sub-Saharan Africa. We use a novel methodology to test the effect of Chinese aid on three important development outcomes: education, health, and nu...trition. For each outcome, we use difference-in-difference estimations to compare household areas near Chinese project sites to control areas located farther away, before and after receiving Chinese aid. This empirical strategy rules out many confounding factors that can bias measuring the impact of Chinese aid on our outcome variables. First, we find that Chinese projects significantly improve education and child mortality in treatment areas, but do not significantly affect nutrition. Second, social sector projects have a larger effect on outcomes than economic projects. Third, we do not find significant effects for projects that ended more than five years before the post-treatment survey wave. Our results are robust to a host of robustness checks.

Prior research has considered donor funding for developing world health by recipient and donor country but not by disease. Examining funding by disease is critical since diseases may be in competition with one another for priority and donors may be making allocation decisions in ways that do not cor...respond to developing world need. In this study I calculate donor funding for 20 historically high-burden communicable diseases for the years 1996 to 2003 and examine factors that may explain variance in priority levels among diseases. I consider funding for developing world health from 42 major donors, classifying grants according to the communicable disease targeted. Data show that funding does not correspond closely with burden. Acute respiratory infections comprise more than a quarter of the burden among these diseases but receive less than 3% of direct aid. Malaria also stands out as a high-burden neglected disease.

This paper examines Japan’s ODA to the Philippines from a historical perspective. It traces the evolution of
aid institutions and policy framework over time; the disbursement patterns and strategic priorities of Japanese
assistance to the Philippines and the evolving and deepening aid relations ...of the two nations. In doing so, the
research highlights the role of initial aid priorities and practices and their persistence over time. Japan’s ODA
to the Philippines came in four waves which were shaped by critical historical juncture. The case of the
Philippines demonstrates that the interests of the donor and Philippine leaders crucially shape the aid priorities
and programs.
