Most shelters in the Caribbean are community centers, schools, or churches that are limited in size. The novel coronavirus disease (COVID-19) distancing requirements subsequently reduced the number of persons a shelter can accommodate during the hurricane season. This document reinforces some measur...es to follow per international emergency shelter protocols factoring in conditions for spacing between beds/cots, recreation areas and ventilation according to The Sphere Handbook, FEMA, and Australian Red Cross. Physical distancing and hygienic standards were modified highlighting that ideal requirements are not always feasible; therefore, we may choose realistic recommendations for practical purposes and suspected cases of COVID-19.

Right now, we are facing an unpredictable and highly dynamic situation as a global community. However, as we have seen from the solidarity, support and power of communities in the HIV epidemic and already in communities responding to the COVID-19 pandemic, the response must not be fear and stigma. W...e need to build a culture of solidarity, trust and kindness. Our response to COVID-19 must be grounded in the realities of people’s lives and focused on eliminating the barriers people face in being able to protect themselves and their communities. Empowerment and guidance, rather than restrictions, can ensure that people can act without fear of losing their livelihood, sufficient food being on the table and the respect of their community. Ultimately it will give us a more effective, humane and sustainable response to the epidemic.

The COVID-19 pandemic has had an unprecedented impact on health care systems that, in many instances, worsened the already existing assistance gaps. When it comes to Latin America and Central America, this challenge adds to the consequences mass mobilizations have had in recent years, which have exc...eeded the national capacities to provide prompt assistance and social protection, particularly in the health care field. This pandemic has a direct impact on people on the move since the movement restriction policies and the lockdown and social distancing measures have reduced their ability to insert themselves into economic activities that were already precarious in many cases. With a relatively limited COVID-19 caseload, health systems may have the capacity to maintain routine service delivery in addition to managing COVID-19 cases. When caseloads are high, and/or health workers are directly affected, strategic adaptations are required to ensure that increasingly limited resources provide maximum benefit for the refugees and surrounding host population. The following are key considerations for UNHCR operations on prioritized health care services in the event of a COVID-19 outbreak. These are based on WHO Guidance for Maintaining Essential Health Services and UNHCR guidance for operations and where relevant operation or site level outbreak preparedness and response plans.

Migration continues to be an essential ingredient of socioeconomic development everywhere.
Whether it is a case of people moving from the countryside to cities to find work, or people crossing seas and borders to meet host country demands for new labour, migrants are an integral part of the modern ...world. They bring with them new skills and talents, and a willingness to take on jobs that host societies have difficulty filling. Despite this, migrants tend to be overlooked by many health and social service systems. They are also vulnerable to exclusion, stigma and discrimination, particularly if “undocumented” or irregular. Today, in the context of COVID-19, a neglect of migrants will make it impossible to stem the pandemic.
These Notes are designed to remind national and local authorities that the war against COVID-19 cannot be won if migrants are forgotten; unus pro omnibus, omnes pro uno”, or one for all, and all for one, must guide the fight against COVID-19.
