In the year 2008, for the first time in history, more than half of the world’s population was living in urban areas. Cities have become more numerous, more populous, and denser. The complexity and density of urban environments significantly alter the viability of certain humanitarian protection st...rategies that might work well in rural, more sparsely populated areas. In addition, it has become difficult to draw the line between acute and chronic vulnerability and therefore, the identification of beneficiaries. This blur in distinction between chronic and acute vulnerability has raised a number of important questions for humanitarian organizations regarding if and how they should intervene. While many such organizations are equipped with the appropriate skills to mitigate overwhelming public health challenges is such contexts, the absence of a crisis point - such as armed conflict or natural disaster - brings the mandate of humanitarian agencies into question.

4. Central African Republic
Clashes throughout 2018 in the capital Bangui and a number of major towns illustrate the deadly threat posed by armed groups – a mix of pro-government militias, ex-rebels, bandits and local “self-defence” units – that control much of the countr...y. MINUSCA, the UN peacekeeping force, has failed to neutralise these groups and, as a result, is mistrusted by the general public. Likewise, the national army, slowly being deployed in parts of the country, has been unable to constrain the armed groups’ predatory activities. The humanitarian situation remains dire, with more than one million people internally displaced or fleeing to neighbouring countries and 2.5 million in need of assistance, according to the UN.

This codebook outlines the set of TUFF procedures that have been developed, tested, refined, and implemented by AidData staff and affiliated faculty at the College of William & Mary. We initially employed these methods to achieve a specific objective: documenting the known universe of officially fin...anced Chinese projects in Africa (Strange et al. 2013, 2017). We have since then employed these methods to track Chinese official finance to five major world regions: Africa, the Middle East, Asia and the Pacific, Latin America and the Caribbean, and Central and Eastern Europe (Dreher et al. 2017). Additionally, other social scientists have adapted and applied the TUFF methodology to identify grants and loans from Gulf Cooperation Council (GCC) members (Minor et al. 2014), under-reported humanitarian assistance flows from traditional and non-traditional sources (Ghose 2017), foreign direct investment from Western and non-Western sources (Bunte et al. 2017), and pre-2000 foreign aid flows from China (Morgan and Zheng 2017). However, this codebook focuses specifically on TUFF data collection and quality assurance procedures to track Chinese official finance between 2000 and 2014.
