Now entering its ninth year, the crisis in north-east Nigeria has created vulnerabilities and humanitarian concerns. An estimated 7.7 million men, women, boys and girls are in acute need of protection and assistance. While the humanitarian community has provided life-saving assistance to over 5.6 mi...llion affected people in 2017 and helped stabilise living conditions for millions of people, reducing mortality and morbidity, significant humanitarian needs still remain.

This paper aims to contribute to the reflection on effective practices to address protracted displacement, in support of the GP20 Plan of Action roll-out. It expands on the research conducted by Walter Kälin and Hannah Entwisle Chapuisat for the 2017 OCHA-commissioned study Breaking the Impasse: Re...ducing Protracted Internal Displacement as a Collective Outcome.1 That study provided a comprehensive picture of the impact of protracted internal displacement, as well as five country case studies in contexts of conflict and disasters.It also offered a road map for addressing such displacement through seven steps, including conducting joint analysis and defining collective outcomes.

• Climate change has already challenged the agriculture sector in Myanmar by afecting rice yields and livestock production, while disasters such as foods and cyclones have caused massive destruction in rural areas.
• Without adaptation, the long-term consequenc...es of climate change will likely include reduced productivity and huge economic losses, food insecurity, poverty and migration.
• According to the Climate Change Action Plan for the Agriculture, Fisheries and Livestock sector, by 2030 Myanmar should achieve climate-resilient productivity and promote climate-smart responses to support food security and livelihood strategies while also introducing resource-efficient and lowcarbon practices.

The purpose of this study was to document a technical assessment of a sample of these existing shelters on their functionality, accessibility, operation and management, community perspectives in Myanmar; identify gaps, needs and further the linkages with community-based disaster risk reduction (CDBR...R) activities. The study also aims at a wider assessment: looking at broader recovery in terms of shelter and livelihood aspects with clear linkages and strategic direction for future cyclone shelter support activities.

The overall goal of the ERPP is to mitigate the impact of disasters and save as many lives as possible from preventable causes. The COVID-19 pandemic is having far reaching impacts, well beyond the health crisis and needs, with the most severe impacts experienced in the poorest countries and those most vulnerable to humanitarian crises including natural disasters, such as Nepal.
In 2021, the humanitarian community continued to support those in need, placing protection at the centre of its response. This article explores the adaptation framing of the climate change and migration nexus and highlights its shortcomings and ad...vantages. While for some groups, under certain circumstances migration can be an effective form of adaptation, for others it leads to increased vulnerabilities and a poverty spiral, reducing their adaptive apacities. Non-economic losses connected to a change of place further challenge the notion of successful adaptation. Even when migration improves the situation of a household, it may conceal the lack of action on climate change adaptation from national governments or the international community. The domestic regulation of public health emergencies (PHEs) is inextricably linked to the regulation of other types of disaster. PHEs are usually governed at least partly by general disaster and emergency laws. Moreover, there is significant overlap in the legal mechanisms used to respond to PHEs an...d other types of disaster, including the declaration of a state of disaster or emergency and the use of emergency powers. Even where PHEs are regulated by separate instruments, those instruments must surmount many of the same policy and practical challenges as general disaster laws, such as finely balancing competing considerations (e.g. speedy response versus due process), facilitating the coordination of a multitude of actors, and protecting the most vulnerable within society. Finally, many contemporary developments in disaster risk management (DRM), such as a greater emphasis on risk reduction and preparedness, are just as pertinent to PHEs as to other types of disaster.
