This note sets out actions to be undertaken throughout the humanitarian programme cycle (HPC) to fulfill commitments on Accountability to Affected Populations (AAP) and to ensure that protection is central to humanitarian response. It sets out the fundamental link between accountability systems and ...protection in humanitarian action, and then describes, for each stage of the HPC, the accountability mechanisms that should be established and actions required at country-level.

This document provides information for WHO Member States, particularly low-income and middle-income countries, to strengthen preparedness and response plans with regard to the social and mental health consequences of biological and chemical attacks.
The intended purpose of this compendium is to provide program managers, organizations, and policy makers with a menu of indicators to better “know their HIV epidemic/know their response” from a gender perspective. The indicators in the compendium are all either part of existing indicators used i...n studies or by countries or have been adapted from existing indicators to address the intersection of gender and HIV. The indicators can be measured through existing data collection and information systems (e.g. routine program monitoring, surveys) in most country contexts, though some may require special studies or research.

Antimicrobial stewardship programmes have been introduced worldwide in response to the rise in antimicrobial resistance. The World Health Organization has mandated each Member State to produce a plan to address this problem. We rep...ort on the organic development of an antibiotic stewardship programme in a rural regional hospital in a resource-limited setting in South Africa. This has resulted in organisational change with increased awareness, participation, monitoring and education in antibiotic stewardship throughout the hospital

The coastal regions of Bangladesh are hit by cyclones regularly. The country has evolved, in the face of repetitious calamities, a disaster preparedness programme. The major response to cyclones has been the building of cyclone shelters, which also double as community centers and schools. While thes...e cyclone shelters have proved to be useful, they are more in the nature of disaster management, that is, they are measures that come in useful particularly in the event of a cyclone. The approach of this study has been to look at existing houses and the process of building and maintaining these houses in the face of frequent cyclonic storms and storm surges, and gather information on shared knowledge and collective experiences of the people in all aspects of house building. The aim of this study is to find ways to make traditional structures more cyclone resistant and less prone to wind damage.

This guidance has been developed in line with the WHO corporate risk management framework, the WHO business continuity and contingency plans, as well as the Inter-Agency Emergency Response Preparedness Framework. It is based on a common organiza-tional approach and procedures for managing including ...emergency response across all hazards and at each level of the Organization. It relates WHO’s responsibilities (1) under the International Health Regulations (2005) and the Sendai Framework for Disaster Risk Reduction 2015-2030, and other international treaties; (2) as the United Nations’ lead agency for health and the health cluster; and (3) as a member of the United Nations or Humanitarian Country Teams

In response to the emerging global concern regarding health and people with intellectual disabilities (ID), several developed countries have established national initiatives to address the unique health needs of this population ...segment. However, most people with ID reside in countries with developing economies, such as many Latin American countries, yet there is virtually no information on the health of people with ID in these regions. Countries with developing economies face distinct challenges in promoting health among this population segment that may preclude adoption or adaptation of policies and practices developed in regions with established economies. This paper will address the issue of health promotion among people with ID in Latin America, an area that is undergoing significant reforms in both health care and disability rights

Testimonies from Humanitarian Workers with Disabilities.
By reading the first-hand accounts, we hear how persons with disabilities, not through any particular talent or skill but from unique knowledge gained through life experience, are ideally placed to provide insights, ideas and leadership, to s...upply essential data, and to fill the gaps in humanitarian response that cause this exclusion.

This mapping aimed at understanding the profile, activities, needs and priorities of civil society organizations of relevance to NCDs and their risk factors, and exploring their scope to improve their response to the issue.
This resource is a product of a partnership project between the Women’s Refugee Commission (WRC) and UNICEF Lebanon entitled “Strengthening Child Protection and Gender-based Violence Prevention and Response for Women, Children, and Youth with Disabilities." The overall goal of the project is to ...improve violence prevention and response programming for at-risk groups of women, girls, and boys with disabilities. It builds on existing initiatives of gender-based violence (GBV) and child protection (CP) actors to systematically advance disability inclusion across the CP and GBV prevention and response sectors in Lebanon.

Adaptation and roll-out of Epidemic Control for Volunteers’ (ECV) Toolkit and Training Manual in Myanmar
The ECV Toolkit ensures that volunteers have the proper training and essential communication tools (among other materials) before they are engaged in outbreak and epidemic response in thei...r communities. It is known that in the middle of an outbreak or epidemic, volunteers have limited time to remember everything they have learned during trainings, or to develop effective response – the ECV Toolkit is therefore designed as a set of practical, easy-to-follow tools to be easily picked up and followed.

The toolkit aims to provide researchers with guidance for improving the quality of studies that use administrative data to better ascertain child maltreatment incidence, response and service delivery. However, these are complex studies to conduct, and the toolkit is not meant to be comprehensive. Re...searchers using the toolkit should be prepared to follow up on the recommended resources contained within and to consult with other professionals, such as statisticians, to further improve the research design and execution

Multidrug-resistant tuberculosis (MDR-TB) and extensively drug-resistant
tuberculosis (XDR-TB) increasingly occur in resource-constrained settings.
In the context of a national response to MDR- and XDR-TB, health workers in
TB clinics (in district hospitals and some accredited health centres) wil...l need
to diagnose MDR-TB, initiate second-line anti-TB drugs, and monitor MDRTB
treatment.
Management of MDR-TB: a field guide was created to help health workers
carry out these tasks. It is a job aid that medical officers and TB nurses
are meant use frequently during the day for quick reference. This module
is closely related to other clinical guideline modules in the Integrated
Management of Adolescent and Adult Illness (IMAI) series. In particular, the
approach to chronic disease management is taken from General principles
of good chronic care in the IMAI series.

Indicators for monitoring the 2016 United Nations Political Declaration on Ending AIDS
UNAIDS supports countries to collect information on their national HIV responses through the Global AIDS Monitoring (GAM) framework—an annual collection of 72 indicators on the response to HIV in a country.... These data form part of the data set used to report back to the General Assembly.
Different from the HIV epidemiological estimates that countries produce for data on the state of the epidemic in a country—that is, data for making estimates on the number of people living with HIV, AIDS-related deaths, etc.—GAM collects information on HIV programmes, including the number of people living with HIV who know their HIV status and people on HIV treatment, and on stigma and discrimination. A full list of the indicators is given in the GAM guidelines.
