While live animals can be a source of pathogen...s, all types of food can potentially be contaminated through contact with contaminated equipment, surfaces or environments. Proper cleaning and the prevention of cross-contamination are critical in the control of foodborne illnesses. The application of sound principles of environmental sanitation, personal hygiene and established food safety practices will reduce the likelihood that harmful pathogens will threaten the safety of the food supply, regardless of whether the food is sourced from intensive agriculture, small stakeholders or wildlife.

It is intended that this document be followed to guide the national blood service through the process of planning how to respond in a timely, controlled and appropriate way to any specific infectious threat that may subsequently emerge. It is acknowledged that it is not only the blood supply that may be affected by such emerging infectious threats; in those countries undertaking transplantation, the supply of cell, tissues and organs may also be threatened. Increasingly, blood services are taking overall national responsibility for transplantation in their capacity as the organization responsible for the collection, processing, storage and supply of cells, tissues and organs. This approach is both sensible and appropriate, as the overall donor selection and screening processes are the same or very similar. This guidance document can therefore also be used to assist those bodies responsible for the provision of cells, tissues and organs to prepare for an emerging infectious threat.

The European Commission against Racism and Intolerance (ECRI) was established by the Council of Europe. It is an independent body which ensures respect for human rights in the fight against racism, discrimination (based on "race", ethnic/national origin, colour, nationality, religion, language, sexu...al orientation and gender identity), xenophobia, anti-Semitism and intolerance. The members of the Commission shall be independent and impartial. They shall be appointed on the basis of their moral authority and recognised expertise in matters of racism, xenophobia, anti-Semitism and intolerance. As part of its statutory mandate, ECRI produces country reports for each country which analyse the situation regarding racism and intolerance in each member State of the Council of Europe and make proposals to resolve the problems identified.

A total of 18 laboratories from 13 countries participated in the four rounds of EQA: 10 laboratories from eight African endemic countries, four of which participated in all four rounds and three in three rounds.
