Depuis plus de trois décennies, le Bénin a souscrit à l’approche des soins de santé primaires
telle que définie à la conférence d’Alma-Ata (1978) et renforcée par l’Initiative de Bamako
(1987). Le pays a mis en oeuvre diverses expériences de soins de santé au niveau
communautaire ...avec l’appui des Partenaires Techniques et Financiers (PTF) et la
participation des Organisations Non Gouvernementales (ONG) et les Organisations
Communautaires de Base (OCB). Celles-ci ont contribué à l’amélioration de l’offre des
services de santé, malgré l’absence d’une politique coordonnée devant servir de cadre
institutionnel à la santé communautaire.
A l’étape actuelle du processus de mise en oeuvre de diverses expériences pilotes d’actions
communautaires, le Ministère de la Santé s’est engagé dans une réflexion visant l’élaboration
d’une politique nationale de santé communautaire. Celle-ci devra servir à encadrer la mise à
l’échelle des interventions communautaires qui ont démontré leur efficacité et leur impact
sur les populations cibles. Cette réflexion a entraîné la tenue du forum national sur la santé
communautaire en Novembre 2013 à Cotonou.
Le document de Politique de Santé Communautaire s’arrime au Plan National de
Développement Sanitaire à travers lequel le Bénin ambitionne de « disposer en 2025 d’un
système de santé performant basé sur des initiatives publiques et privées, individuelles et
collectives, pour l’offre et la disponibilité permanente de soins de qualité, équitable et
accessible aux populations de toutes catégories, fondées sur les valeurs de solidarité et de
partage du risque pour répondre à l’ensemble des besoins de santé du peuple béninois » Dans
le présent document, il est défini une vision, des priorités et des stratégies pour les dix
prochaines années en santé communautaire. La principale innovation réside dans la
conception et la mise en place au niveau de chaque village et quartier de ville de la
composante locale du système national de santé (CoLoSS) en partenariat avec toutes les
parties prenantes. Le document précise les conditions requises et les mesures
d’accompagnement pour la réussite de la nouvelle politique dans le sens de l’autonomisation
(empowerment) progressive des populations.more

Il montre également comment les investissements dans les agents de santé communautaires exploitent efficacement le dividende démographique, réduisent l’inégalité entre les sexes et accélèrent la croissance économique et le développement. Guide de formation à l’usage des paramédicaux
Le présent guide de formation sur la prise en charge globale des personnes vivant avec le VIH est désormais à la disposition des personnels paramédicaux, des écoles et structures de formation de ces personnels dans la région africaine franco...phone. Il a été conçu par des experts africains et français rompus à la formation et engagés depuis de nombreuses années dans la lutte contre le VIH. Il a été testé, amendé et corrigé par un collège de paramédicaux. Il allie clarté, simplicité et intègre l’ensemble des standards internationaux en matière de prise en charge globale, tout en restant proche des réalités concrètes de l’exercice professionnel sur le terrain africain. Il constitue, j’en suis convaincu, un outil de grande qualité au service des professionnels de santé paramédicaux et devrait s’imposer rapidement comme un référentiel francophone incontournable pour la prise en charge globale des personnes vivant avec le VIH.more
Dans ce rapport, le Partnership for Evidence-Based Response to COVID-19 (PERC), un consortium d’organisations mondiales de santé publique et d’entreprises privées, fait la synthèse des résultats d’une enquête conduite du 29 mars au 17 avril 2020 dans 28 villes des États Membres de l’UA.... Ce rapport présente également les mesures épidémiologiques en matière de transmission de la maladie ainsi que les indicateurs relatives aux déplacements des populations et aux troubles civils. Dans l’ensemble, ces données donnent un aperçu unique des conditions initiales en Afrique pendant cette pandémie en évolution rapide.more
Objectifs 2020 : des avancées disparates. Le rapport de l’ONUSIDA sur l’épidémie mondiale de sida fait état d’un échec accentué par la COVID-19. Depuis 2015, 3,5 millions d’infections au VIH et 820 000 morts supplémentaires liés au sida sont imputables à des objectifs non atteints. ...Elles auraient été évitées si les objectifs 2020 avaient été réalisés. La riposte pourrait également revenir dix ans en arrière au moins, si la pandémie de COVID-19 interrompt gravement les services de lutte contre le VIH.more
Ce rapport identifie les principales lacunes mondiales dans les services WASH : un tiers des établissements de santé ne dispose pas des installations de lavage des mains nécessaires sur les lieux de soins ; un établissement sur quatre n’a pas de services de base pour l’approvisionnement en e...au, et un sur dix n’a pas de services d’assainissement. Cela signifie qu’1,8 milliard de personnes utilisent des installations dépourvues de services de base pour l’approvisionnement en eau et 800 millions des installations sans toilettes. Dans les 47 pays les moins avancés du monde, le problème est encore plus grave : la moitié des établissements de santé ne dispose pas de services de base pour l’approvisionnement en eau. Qui plus est, l’ampleur du problème demeure méconnue car des lacunes importantes dans les données persistent, en particulier pour ce qui concerne le nettoyage de l’environnement.more
Cette nouvelle feuille de route trace la voie à suivre pour les actions à mener au niveau national afin d’atteindre un ensemble ambitieux d’objectifs de prévention du VIH d’ici 2025. Ces objectifs sont issus de la Déclaration politique 2021 sur le VIH et le sida, que l’Assemblée génér...ale des Nations Unies a adoptée en juin 2021 et ils sont étayés par la Stratégie mondiale de lutte contre le sida (2021-2026). La Stratégie définit les principes, les approches, les domaines d’action prioritaires et les objectifs programmatiques de la riposte mondiale au VIH.more

Le document, intitulé « Progrès dans la prévention et le contrôle des maladies non transmissibles », rend compte des efforts mondiaux pour réduire l’impact des MNT (maladies non transmissibles), telles que les maladies cardiaques, le cancer, le diabète et les maladies respiratoires chroniq...ues, conformément aux engagements pris lors de réunions de haut niveau des Nations Unies. Il souligne les progrès insuffisants pour atteindre l’objectif de développement durable 3.4, qui vise à réduire d’un tiers la mortalité prématurée liée aux MNT d'ici 2030. Les principaux défis incluent le manque de financement, la mise en œuvre limitée d’interventions efficaces et des obstacles politiques et économiques, en particulier dans les pays à faible revenu. Le rapport appelle à renforcer la coopération internationale, à réformer les politiques et à adopter des approches innovantes pour atteindre les objectifs mondiaux en matière de santé.more
