The present report, which covers the period from January to December 2018, is submitted pursuant to Security Council resolution 2427 (2018). The preparation of the report involved broad consultations within the United Nations, in the field and at Headquarters, and with relevant Member States. It hig...hlights global trends regarding the impact of armed conflict on children and provides information on violations committed from January to December 2018, as well as related protection concerns. Where possible, violations are attributed to parties to conflict and, pursuant to resolutions of the Council, the annexes to the present report include a list of parties that, in violation of international law, engage in the recruitment and use of children, the killing and maiming of children, rape and other forms of sexual violence against children, attacks on schools and/or hospitals and attacks or threats of attacks against protected personnel,1 and the abduction of children.

In its resolution 34/16, the Human Rights Council decided to focus its next full-day meeting on “Protecting the rights of the child in humanitarian situations” and invited the Office of the High Commissioner to prepare a report on that issue, in close collaboration with relevant stakeholders. The Committee discussed the implications for preparedness for smallpox-like events reflected by the ongoing COVID-19 pandemic. The Committee noted how quickly diagnostics and vaccines could be developed and deployed when resources and political will were abundant. This rapidity was also due to the f...act that the genetic sequence of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) had been shared worldwide. It was noted that in one country SARS-CoV-2 had been reconstructed in a laboratory from the viral genome sequence before the first case of COVID-19 had been reported, highlighting the benefits of synthetic biology technologies for accelerated development of diagnostics as well as the oft-described potential risks. Lessons learned about clinical care during the COVID-19 pandemic were also discussed.

Since fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) erupted in mid-April, an estimated 6.3 million people have fled their homes, taking refuge inside and outside the country, with children representing about half of the people displaced. Sudan is now the country... with the largest number of displaced people in the world as prior to the fighting there were 3.7 million people internally displaced in Sudan. It is also now the country with the largest child displacement crisis in the world. ACLED estimates that more than 10,400 people have been killed since the fighting broke out in April, of which about 1,300 killings happened between 30 September and 27 October.
