La pandémie actuelle de COVID-19 entraîne des difficultés exceptionnelles et sans précédent pour les autorités compétentesa responsables des systèmes nationaux decontrôle de la sécurité sanitaire des alimentsb, qui sont tenues de continuer à assurer des fonct...ions et des activités de routine en se conformant aux règlements nationaux et aux recommandations internationales. Dans de nombreux pays, le personnel employé par les autorités compétentes travaille généralement à domicile car le télétravail est devenu la norme et toutes les réunions en présentiel sont annulées ou sont réorganisées sous forme de téléconférence. Il est difficile de maintenir, sans interruption, les activités de routine telles que l’inspection des entreprises du secteur alimentaire, la certification des exportations, le contrôle des denrées alimentaires importées, le suivi et la surveillance de la sécurité de la chaîne d’approvisionnement alimentaire, l’échantillonnage et l’analyse des aliments, la gestion des incidents alimentaires, les conseils sur la sécurité sanitaire des aliments et la réglementation relative aux denrées alimentaires à l’intention de l’industrie et la communication au grand public sur les questions relatives à la sécurité sanitaire des aliments.

In March 2020 the IASC Reference Group on Mental Health and Psychosocial Support uniting 57 humanitarian organizations as member issued the Interim Briefing Note Addressing Mental Health and Psychosocial Aspects of COVID-19 Outbreak. This document has proven to be very useful in the response and has... till now been translated in 24 languages. It covers a set of recommended activities as well as messages for different target groups.
The current document is an annex to the Interim Briefing Note and is meant to support the MHPSS operational response within the various sectors of humanitarian work. Approaches and interventions to MHPSS are not confined to one sector, but need to be integrated within many existing sectors and clusters.This document contains a wealth of operational information and practical approaches that can be used for humanitarian programming in health, SGBV, community-based protection, nutrition, camp management and camp coordination.

The policy options for addressing the pandemic entail consolidating national plans and achieving intersectoral consensus. The respo...nse should be structured in three nonlinear and interrelated phases—control, reactivation, and rebuilding—involving the participation of technical actors representing not only the field of health but also other social and economic areas. Measures implemented to control the pandemic as well as measures for the reactivation and rebuilding phases will require increased public investment in health until the recommended parameters are achieved.
