The aim of this guidance manual is to introduce the user to project/programme plan- ning in a Red Cross Red Crescent environment. It describes the different stages of the planning phase of the “project/programme cycle” within the context of Results-Based Management (RBM). It also gives an overvi...ew of the various components of RBM and explains how to integrate and apply this approach in practice. In addition, the manual summarizes briefly the other key phases of the cycle (assessment, imple- mentation and monitoring, evaluation) and provides references to the key Federation manuals on these phases.
The manual has been developed primarily for use by people managing projects and programmes either in a National Society or the secretariat of the International Federation of Red Cross and Red Crescent Societies (International Federation). Although it is mainly designed for use at the country level, the basic principles can be applied to project and programme planning at any level. The manual draws on two International Red Cross and Red Crescent Movement publications – the International Federation’s Project Planning Process (2002) and the ICRC Economic Security Unit’s Programme/ Project Management: The Results-Based Approach (2008) – reflecting the significant similarity of approach. The International Federation has developed the manual internally to suit the particular needs and uses of project/programme management within the organization.

Eleven (11) districts in Rwanda were initially were considered most at risk of the outbreak, namely:
• Rusizi, Nyamasheke, Karongi, Rutsiro, Rubavu (bordering DRC)
• Musanze, Burera, Gicumbi and Nyagatare (bordering Uganda)
• Kigali city (comprised of 3 localities) due to the presence of Ki...gali International Airport.
The National Contingency plan was revised in February 2019 and two districts added to the list (Nyabihu and Nyanza), bring total districts at risk to 13. During the timeframe, the operation, however covered the 11 initial districts.

Following the declaration of the 9th Ebola Disease Outbreak (EVD) on 8 May 2018 by the Democratic Republic of Congo (DRC) Ministry of Health, the WHO has raised the alert for neighbouring countries of the Democratic Republic of the Congo (DRC) which share extensive borders, hosting DRC refugees and ...are used as corridors for DRC population movement. On 1 August 2018, just one week after the declaration of the end of the Ebola outbreak in Equator province, the 10th Ebola epidemic of the DRC was declared in the provinces of North Kivu and Ituri, which are among the most populated provinces in the DRC that also share borders with Uganda and Rwanda.

There is also a chapter on self-care for staff and volunteers. The materials provided here will need to be adapted to suit local contexts. The aim of this field guide is to build both confidence and skills in responding to disaster and crisis situations, and to raise awareness of the broader goals of the Movement’s work in supporting families separated from their loved ones

Based on the recently updated 2018 WHO-WFSA International Standards for a Safe Practice of Anaesthesia the WFSA has developed the Anaesthesia Facility Assessment Tool (AFAT) in order to help regional and national anaesthesia and health care leadership to gather data about anaesthesia workforce, equi...pment, medicines and practice at the facility level.
The AFAT is part of a shared effort to improve data collection and knowledge management in support of the implementation of World Health Assembly Resolution 68.15 and to ensure that anaesthesia is represented in national health planning and in National Surgical, Obstetric & Anaesthesia Plans (NSOAPs).
