NATIONAL HIV/AIDS/STI/TB COUNCIL DEVOLUTION PLAN
In the post-colonial history of the Central African Republic, violence has often been the shortest way to presidential power. President Bozizé presented little deviation from this narrative after coming to power after a coup d’état in 2003. Whilst he faced armed opposition and a conflict-affecte...d northwest from the outset, it is not until the rise of the Séléka, that the CAR entered into an era of unprecedented violence.

Yemen’s war has become one of the world’s worst humanitarian catastrophes . In September 2014, the Ansarallah (Houthi) movement allied with former President Ali Abdullah Saleh to seize control over the capital city Sana’a and renegotiate Yemen’s fragile power-sharing agreement, and then seve...ral months later pursued President Abed Rabbo Mansour Hadi south to Aden . In March 2015, Saudi Arabia and the United Arab Emirates launched a military intervention, ostensibly to restore Hadi to power . More than 1,000 days later, that war has settled into a brutal stalemate . Officially, the Houthis remain in control of Sana’a and much of the north, while the Saudi-UAE coalition controls much of the south . A comprehensive Saudi-UAE blockade and air campaign has caused incipient famine conditions, the spread of communicable diseases such as cholera and diphtheria, and a wave of internal displacement .

Women and girls have specific needs that are often ignored during crisis. While on the run or while living in shelters, women and girls continue to become pregnant, but they often lack access to basic sexual and reproduc-tive health care. Without assistance by midwifes or access to contraceptives, w...omen and girls are at increased risk of unsafe sex, unwanted pregnancy and unsafe delivery, and are at a higher risk of infection by HIV and other sexually transmitted infections. In addition, displaced women have virtually no access to protection, security, justice, and other services related to gender-based violence (GBV). For these reasons, the delivery of sexual and reproduc-tive health and rights (SRHR) as well as GBV services to conflict-affected communities – most of whom are living in protracted displacement – is a key part of UNFPA’s Women and Girls First Programme (WGF). The initia-tive is a commitment to prevent and respond to violence perpetrated against women and girls in Myanmar, and to realize their sexual and reproductive health and rights.

This report serves as a background paper to five short studies Yemeni-international researcher tandems will jointly develop in the course of 2019. It places a particular focus on ‘peace requirements’, a term that seeks to draw attention to the manifold challenges to establishing stab...ility and building peace in Yemen and the resulting efforts which will be required. This report analyzes the current situation in Yemen by looking at social structures, current conflict dynamics, the role and situation of state institutions and external factors, and then moves on to focus on what is required to build peace in Yemen. In laying out these peace requirements, the report focuses on the following relevant sectors: economy, politics, culture and society, as well as security and justice.
