Three main factors motivated introduction of the UNMHCP. First, Uganda, along with other lowincome countries, was unable to implement holistically the primary healthcare (PHC) concepts as set out in the Alma Ata Declaration. Second, the macro-economic restructuring carried out in the 1990s, which was an international conditionality for low-income countries to access development financing, influenced the trend towards more stringent prioritisation of health interventions as a means of rationing and targeting use of resources. Third, the government sought to achieve equity with a service package that would be universally available for all people.

The World Health Organization (WHO) Global Status Report on Noncommunicable Diseases 2010 projects that noncommunicable diseases (NCDs) will be responsible for over 44 million deaths during the next decade, representing an increase of about 15% since 2010. Most of these deaths will occur in the WHO ...regions of Africa, South-East Asia and the Eastern Mediterranean. In the African Region alone, NCDs will cause around 3.9 million deaths by 2020.

The health services delivery system in Zambia is pyramid in structure, with primary healthcare (PHC) services at community level, at the base, followed by first and second level hospitals at distric...t and provincial levels, respectively, and third level (tertiary) services at national level. Notably, primary health services are free in Zambia and health service providers are either governmentowned or not-for-profit facilities.
Over the years, resource constraints have affected the quality and extent of healthcare services at all levels, requiring the mobilisation of additional resources for the sector. In doing so, prioritisation was high on the agenda of health sector reform. The EHB, therefore, prioritises interventions with the highest impact on the population, enabling policy makers to revisit priority diseases and conditions and to cost the services provided at each level of facility. Other key issues in developing the EHB in Zambia have included the need to have cost-effective services and cost per capita of services for more systematic budgeting, to rank interventions and to validate and cost the health benefit package as a whole.

he health authorities in the Democratic Republic of the Congo today declared an outbreak of Ebola after a case was confirmed in Mbandaka, a city in the north-western Equateur Province. This is the third outbreak in the province since 2018.
The Guidelines for the Prevention, Surveillance and Management of COVID-19 Infection amongst Health Care Workers (HCW) in Zimbabwe were developed to prevent, detect and manage HCW COVID-19 infection, an emerging pandemic affecting the whole world. The HCW is at the fore front of this pandemic, thus ...the need for standardised operating procedures is of utmost importance. These guidelines therefore seek to reduce the significant morbidity and mortality among the HCW, ultimately ensuring the reduction of the cost to the health care worker and the Ministry of Health and Child Care (MoHCC) as a whole. The Ministry of Health and Child Care requires that all health care workers in various health care settings follow infection prevention and control procedures.

The brief concludes that sustaining the continuity of EHS requires policies that ensure a whole-society and systems strengthening approach. The World Health Organization’s (WHO) global report for the year 2019 indicates that sub-Saharan Africa (SSA) has a very high maternal mortality rate (MMR) with a 2017 point estimate of 542 (UI 498 to 649) maternal deaths per 100 000 live births, accounting for approximately 66% of estimated globa...l maternal deaths. Despite recent improvements, current analysis confirms that millions of mothers and children are still dying every year because of severe anaemia due to insufficient blood supply. The lack of blood to treat severe perinatal haemorrhage contributes to up to 72% of maternal deaths (2,3). Similarly, delayed transfusion has been associated with increased infant mortality in cases of paediatric malaria-associated anaemia (4,5). Indeed, safe and reliable blood and blood products remain unavailable to many people living in the world’s poorest countries, particularly in SSA. While the need for blood is universal, there is a significant imbalance between developing and industrialized countries accessing safe blood.

In collaboration with partners, the government of Ethiopia has successfully developed 10 years Hand Hygiene for All (HH4A) costed national roadmap- a country-wide approach to achieving sustainable and universal hand hygiene. On the occasion of the 2022 Global Hand Washing Day event ( Ethiopia is cel...ebrating the event for one month with different sessions), the national HH4A road map launched on the 4th of Nov 2022 in a high-level advocacy event in the presence of higher officials and partners. Action is set mainly on the need for a joint effort to mobilize resources for implementation, monitoring and documenting of lessons and best practices.
