As of June 2019, the number of Venezuelans leaving their country reached 4 million, with Colombia, Peru, Chile, Ecuador and Brazil hosting the vast majority of Venezuelans in Latin America. The 2018 Humanitarian Response Plan (HRP) aimed to assist 10.5 million people with direct assistance and 11.2 million people with improved access to basic services. In an effort to meet humanitarian needs, humanitarian partners provided various types of humanitarian life-saving and life-sustaining... assistance and services to a monthly average of 5.5 million people during 2018. Of the 5.5 million people reached on average on a monthly basis, 2.1 million were people living in areas of high severity of need, as measured through the inter-sector severity scale.
In 2018, these efforts were funded by international support to Syria with $2.19 billion raised (65 per cent of HRP requirements) by the end of the year – more than any previous year. Thanks to this generous support, humanitarian organisations in Syria continued to deliver a massive humanitarian response to people in need with multiple humanitarian crises unfolding across the country.

Reflections and a call for action after a two-year exploration of emergency response in acute conflicts
There is general consensus that the humanitarian sector is failing to mount timely and adequate responses in the acute phase of conflict-related emergencies, according to the two-year Emergen...cy Gap Project by Médecins Sans Frontières (MSF).
The Project has explored what works for or against effective emergency responses. Its final report, Bridging the emergency gap, draws on the Project’s thematic papers and case studies, and consultations with more than 150 senior-level representatives from 60 key organisations across the humanitarian sector.

According to the United Nations, Yemen has been the "Worst humanitarian crisis in the world," for the past two years. Despite the Hudaydah Agreement signed in December 2018, the fighting continued in many areas of the country, such as Hajjah in the north, Al Dhale' e in the south and Hudaydah along ...the west coast. Within a year, another 400,000 Yemenis were forced to flee their homes, eventually adding up to one-eighth of the entire Yemeni population who had become displaced at least once, over the last five years.
In 2019, unprecedented heavy rain and flooding from May onwards caused catastrophic damage to homes and the families’ livelihoods, adding to their misery. Thousands of families who had already lost their home due to the fighting had yet again, their temporary shelters, beddings and essential kitchen supplies, destroyed.

Previous pandemics have demonstrated that more people could die from the indirect consequences of an outbreak than from the disease itself. As the fight against the pandemic is pushing millions into poverty and hunger, COVID-19 will likely be no different.

In a snapshot, fair allocation of vaccines will occur in the following way:
An initial proportional allocation of doses to countries until all countries reach enough quantities to cover 20% of their population
This document is also available in Arabic | Chinese | French | R...ussian | Spanish | Portuguese
A follow-up phase to expand coverage to other populations. If severe supply constraints persist, a weighted allocation approach would be adopted, taking account of a country’s COVID threat and vulnerability.
The document is a final working document and may be adjusted in the future as new information about the vaccines and the epidemiology of COVID-19 becomes available.
