modificados e adaptados, conforme necessário, pelos usuários.
Esta é uma versão revisada da “Estrutura para Vigilância Baseada em Eventos” original, publicada em
2018. Essa estrutura não substitui nenhum outro material disponível do EBS, mas se baseia em
documentos relevantes ou relacionados existentes e serve como um guia prático para a
implementação do EBS na África. Essa estrutura está alinhada com a terceira edição da Avaliação
Externa Conjunta da OMS para os seguintes indicadores: sistemas de vigilância de alerta precoce
fortalecidos que são capazes de detectar eventos importantes para a saúde pública e a segurança da
saúde (Indicador D2.1); melhor comunicação e colaboração entre os setores e entre os níveis de
autoridade de resposta à saúde pública nacional, intermediário e local em relação à vigilância de
eventos importantes para a saúde pública (Indicador D2.2); e melhor capacidade nacional e
intermediária de analisar dados ( Indicador D2.3). À medida que os países começarem a implementar
e demonstrar a funcionalidade do EBS, eles garantirão um aumento nas pontuações do JEE e
progredirão no cumprimento dos requisitos descritos no IHR 3F.

Além disso, nos Estados Membros da União Africana que adotaram a estratégia Integrada de
Vigilância e Resposta a Doenças (IDSR), este documento é um complemento e pode aprimorar a

The Africa Centres for Disease Control and Prevention (Africa CDC) was established in 2017, after the west Africa Ebola virus

disease outbreak. Upon creation, the
role of Africa CDC was to mandate strengthening of the capacity of public health institutions in Africa to prevent, detect, and respond to disease threats, based on science, policy, and data-driven interventions and programmes, as envisaged by the Abuja Declaration. The inaugural strategic plan was focused on building health systems for emergency preparedness and response. However, from its inception, the organisation recognised the concomitant need to comprehensively strengthen systems to prevent and manage noncommunicable diseases (NCDs) and injuries, and to face the neglected issue of mental health disorders. The division dedicated to these issues was conceptualised, but operationalisation was deferred to a future date.

9 with the aim of strengthening the African Union (AU) Member States’ biosafety and biosecurity systems and enabling them to comply with national and international requirements for biosafety and biosecurity including the International Health Regulations (IHR) (2005), the Biological Weapons Convention (BWC), and United Nations Security Council Resolution (UNSCR) 1540 and the multi-country Global Health Security Agenda (GHSA). The World Health Organization (WHO) Joint External Evaluation (JEE) and the Global Health Security Index report confirmed the known capacity gaps in biosafety and biosecurity among Africa Union Member (AU).
The regional consultations by Africa CDC conducted between 2019-2021 highlighted the deficiency or limited availability of standardized and regionally recognized training programs in the continent, limiting biosafety and biosecurity capacity building efforts in the region. In response, Africa CDC working with AU Member States developed a home grown, implementable and accessible professional training and certification program that is both recognized and endorsed by AU Member States. 9 with the aim of strengthening the African Union (AU) Member States’ biosafety and biosecurity systems and enabling them to comply with national and international requirements for biosafety and biosecurity including the International Health Regulations (IHR) (2005), the Biological Weapons Convention (BWC), and United Nations Security Council Resolution (UNSCR) 1540 and the multi-country Global Health Security Agenda (GHSA). The World Health Organization (WHO) Joint External Evaluation (JEE) and the Global Health Security Index report confirmed the known capacity gaps in biosafety and biosecurity among Africa Union Member (AU).
The regional consultations by Africa CDC conducted between 2019-2021 highlighted the deficiency or limited availability of standardized and regionally recognized training programs in the continent, limiting biosafety and biosecurity capacity building efforts in the region. In response, Africa CDC working with AU Member States developed a home grown, implementable and accessible professional training and certification program that is both recognized and endorsed by AU Member States. It emphasizes the importance of establishing efficient data collection mechanisms, enhancing data quality and completeness, and promoting data sharing and collaboration among stakeholders.
Moreover, the framework recognizes the pivotal role of technology in the integration of data from fragmented mortality data sources. It highlights the potential of innovative data capture methods, advanced analytics, and real-time reporting systems to enhance mortality data’s accuracy, efficiency, and timeliness.
The continental framework for mortality surveillance aligns with Africa CDC’s mission and strategic goal by serving as a fundamental component in strengthening public health systems, enhancing disease surveillance capacities and capabilities, informing evidence-based policies and interventions, and promoting collaboration and coordination among African countries to address health challenges and improve health outcomes on the continent.
The successful implementation of this framework requires collective commitment and concerted efforts from governments, health institutions, and the international community. We hope this document will serve as a catalyst for transformative change, enabling countries to build resilient mortality surveillance systems that protect public health, save lives, and contribute to evidence-based decision-making.

Ce cadre décrit une approche holistique pour renforcer les systèmes de surveillance de routine de la mortalité, en tenant compte des facteurs contextuels uniques et des défis auxquels sont confrontés les pays africains. Il souligne l'importance d'établir des mécanismes de collecte de données efficaces, d'améliorer la qualité et l'exhaustivité des données et de promouvoir le partage des données et la collaboration entre les parties prenantes.
De plus, le cadre reconnaît le rôle central de la technologie dans l'intégration des données provenant de sources de données fragmentées sur la mortalité. Il met en évidence le potentiel des méthodes innovantes de capture de données, des analyses avancées et des systèmes de notification en temps réel pour améliorer la précision, l'efficacité et l'actualité des données sur la mortalité.
Le cadre continental de surveillance de la mortalité s'aligne sur la mission et l'objectif stratégique d'Africa CDC en servant d'élément fondamental dans le renforcement des systèmes de santé publique, l'amélioration des capacités et des capacités de surveillance des maladies, l'élaboration de politiques et d'interventions fondées sur des données probantes et la promotion de la collaboration et de la coordination entre les pays africains pour relever les défis sanitaires et améliorer les résultats sanitaires sur le continent.
