2018 edition
The Government of Myanmar has taken initial steps to implement some of the
recommendations, particularly those made by the Advisory Commission. The overarching
objectives of the recommendations, however, remain largely unaddressed, with no
significant progress observed on human rights concerns ra...ised in previous reports
submitted to the Human Rights Council. The High Commissioner recommends that the
Government of Myanmar take action to ensure compliance with its international human
rights obligations.

NUDOR’s first strategic plan (2010-2016) focused on establishing NUDOR as a viable, well-run organisation. Significant progress has been made towards these aims and therefore the strategy and has been reviewed by NUDOR board, secretariat and member organisations. The updated strategic plan now cov...ers the period 2015 – 2020 for which three strategic aims have been agreed.
1. Representation and accountability: NUDOR will be accountable to and effectively represent members’ interests through the delivery of projects and priorities agreed by member organisations, and by facilitating joint working amongst members.
2. Capacity building and resource mobilization: NUDOR and its member organisations are strengthened to fulfil its mandates by developing its technical skills, research and insight, sustainability and outreach.
3. Advocacy and influencing: NUDOR will work to ensure that the needs and rights of all persons with disabilities are recognised by all, mainstreamed in laws and policies at all levels of government, and in programmes of other institutions focusing on areas of education, health and poverty reduction.

The report showed commitments made three decades ago to protect the rights of children remain unfulfilled for millions. Violence still affects countless children. Discrimination based on age, gender, disability, sexual orientation and religion harms children worldwide.
Key factors include a lack ...of investment in critically important services. Most countries fall well short of spending the 5-6% of GDP needed to ensure universal coverage of essential health care. And foreign aid, which many lower income countries rely on, is falling short in areas such as health, education, protection and child care.
Another factor, the report said, is the lack of quality data. Governments tend to rely on data that reflects national averages, making it difficult to identify the needs of specific children and to monitor progress. Comprehensive data collection and disaggregation of data by gender, age, disability and locality, are increasingly important as rights violations disproportionately affect disadvantaged children.

The Child Protection handbook provides a synthesis of good practice and learning and enables better advocacy and communication on child protection risks, needs and responses. Standards addressing child protection needs cover core work areas and critical issues. Those addressing strategy relate to ca...se management, community-based child protection, child-friendly spaces and protection of excluded children. A fourth set of standards gives guidance on how workers in other sectors can ensure that their programmes are accessible and beneficial to children. Census data shows that Myanmar can harness a double dividend – both youth and gender. This year’s annual report provides many facets of the journey to gender equality. It tells a story of widening horizons for women and girls who are capable in their own right. It is also a story of women fulfil...ling their reproductive rights, and of couples having access to family planning choices.
