Mit diesem Handbuch sollen unter anderem Nichtregierungsorganisationen (NRO) und andere Einrichtungen unterstützt werden, die nicht auf den Bereich Asyl, Grenzen und Einwanderungsrecht spezialisiert sind und die sich möglicherweise mit rechtlichen Fragen in diesem Bereich auseinandersetzen müssen.
