How we respond both now and going forward will help mitigate the impact of COVID-19, and to the extent possible preserve children’s rights to Survive, Learn, and Be Protected. We will focus our efforts on the most critical work essential to maintaining these commitments to the extent possible.
This brief considers the rationale for shielding individuals at high risk of severe disease or death from COVID-19 in low- and middleincome countries. It provides an overview of proposed approaches to shielding, discusses the categories of individuals who may be identified for shielding, and outline...s the likely difficulties of these measures and ways to mitigate them.

The equation is simple: we cannot effectively respond to a global pandemic when millions of people are still caught in warzones. We cannot treat sick people when hospitals are being bombed, or prevent the spread of coronavirus when tens of millions are forced to flee from violence. Roth emphasizes that even as the Trump administration mostly abandoned the protection of human rights, joined by China, Russia and others, other governments—typically working in coalition and some new to the cause—stepped forward to champion rights. As it works to entrench rights protections, the Biden administration should seek to join, not supplant, this new collective effort.

Those forced to flee were subjected to a litany of abuses, including pushbacks by countries in the Global North. But hopes for a better post-pandemic world were kept alive by courageous individuals, social movements and civil society organizations.
