Technical guidance.
This technical guidance aims to inform policy and practice development specifically related to improving the health of older refugees and migrants within the European Union and the larger WHO European Region. Both ageing and migration are in themselves complex multidimensional p...rocesses shaped by a range of factors at the micro, meso and macro levels over the life-course of the individual, but also with intertwined trajectories. Relevant areas for policy-making include healthy ageing over the life-course, supportive environments, people-centred health and long-term care services, and strengthening the evidence base and research

The Access to Controlled Medications Programme identified the development of treatment guidelines that cover the treatment of all types of pain as one of the core areas of focus for improving access to opioid analgesics. Such guidelines are interesting both for health-care professionals and policy-...makers. They are also important in improving access to controlled medicines for determining when those opioid medicines and when non-opioid medicines are preferred.
Based on a Delphi study, WHO planned the development of three treatment guidelines, covering chronic pain in children, chronic pain in adults and acute pain.

The guide is presented in two parts:
Part 1. Principles of Operational Monitoring: Describes the key principles of operational monitoring, alongside the types of operational monitoring that may be performed and the information required within an OMP.
Part 2. Operational Monitorin...g Plan Development: Describes the stepwise development of an OMP for a water supply system, including the source, water treatment, intermediate storage, distribution and household. For illustration purposes, practical guidance is provided using a specimen water supply system considered to be representative of a conventional small- to medium-sized supply in a lower resource setting. An attempt has been made to map the incidence of uni-dimensional and multi-dimensional poverty simultaneously arguably for the first time in Pakistan. While multi-dimensional poverty map is calculated using PSLM 2010-11; small area estimation technique is utilized to map uni-dimensional poverty usin...g both nationally representative HIES (Household Integrated Economic Survey) and district-level representative PSLM (Pakistan Standard of Living Measurement) for the same year of 2010-11. The result indicates the existence of spatial distribution of poverty pockets in each of the four provinces of Pakistan. Furthermore, it is also observed that these pockets of poverty are more concentrated in the desert and mountains regions of the country.

UNICEF analysis indicates that:
- Investments that increase access to high-impact health and nutrition interventions by poor groups have saved almost twice as many lives as equivalent investments in non-poor groups.
- Access to high-impact health and nutrition interventions has improved ra...pidly among poor groups in recent years, leading to substantial improvements in equity.
- During the period studied, absolute reductions in under-five mortality rates associated with improvements in intervention coverage were three times faster among poor groups than non-poor groups.
- Because birth rates were higher among the poor, the reduction in the under-five mortality rate translated into 4.2 times more lives saved for every 1 million people. Indeed, of the 1.1 million lives saved across the 51 countries during the final year studied for each country, nearly 85 per cent were among the poor.
- Intensified focus on equity-enhancing policies and investments can help countries achieve the Sustainable Development Goal newborn and child mortality targets (SDG3.2).
