Comprehensive public health action on population ageing is urgently needed. This will require fundamental shifts, not just in the things we do, but in how we think about ageing itself. The World report on ageing and health outlines a framework for action to foster Healthy Ageing built around the new... concept of functional ability. Making these investments will have valuable social and economic returns, both in terms of health and wellbeing of older people and in enabling their on-going participation in society

Universal health coverage ensures everyone has access to the health services they need without suffering financial hardship as a result. In December 2012, a UN resolution was passed encouraging governments to move towards providing universal access to affordable and quality health care services. As ...countries move towards it, common challenges are emerging -- challenges to which research can help provide answers.

Deeply concerned by the morbidity and mortality caused by the COVID-19 pandemic, the negative impacts on physical and mental health and social well-being, the negative impacts on economies and societies and the consequent exacerbation of inequalities within and between countries.
The 2020 Report analyzes global health spending for 190 countries from 2000 to 2018 and provides insights as to the health spending trajectory from the MDG era to the SDG era prior to the crisis of 2020. The report shows that global spending on health continually rose between 2000 and 2018 and reach...ed US$ 8.3 trillion or 10% of global GDP. The data also show that out-of-pocket spending has remained high in low and lower-middle income countries, representing greater than 40% of total health spending in 2018. We also report and summarize the data on expenditures for PHC, as well as by disease and intervention, including for immunization. The report also analyzes the available data on budget allocation in response to the COVID-19 crisis. In addition, we combine World Bank/IMF projections of the macroeconomic and fiscal impact of the crisis with an analysis of the historical determinants of health spending patterns and UHC indicators, and based on this, we draw out the likely implications of 2020 for future health spending, highlighting key policy and monitoring concerns.

Annual and medium-term budget preparation processes are the platforms through which specific plans are transformed into actual resource allocation decisions. The aim of this Process Guide is to support key stakeholders involved in these processes (such as the Cabinet, Ministries of Finance and Healt...h, the Parliament, citizens, media, and civil society organizations) to reorient budgetary arrangements in order to facilitate the ability of national governments to respond to the COVID-19 pandemic by delivering, therapeutics, diagnostics, and vaccine services to their populations. Reorienting budgetary arrangements positions governments to sustain the capacity to mitigate and respond to COVID-19 while concurrently delivering other essential health services and working towards Universal Health Coverage (UHC). The reorientation process is an opportunity to better align budgetary arrangements to sustain systemic capacity to prevent emerging health threats over the short, medium, and long terms.

According to the latest available data, over half of the world’s population lack access to essential health services, and health worker shortages are estimated to reach 10 million by 2030. These contextual factors point to an urgent need to explore innovative strategies – that go beyond a conven...tional health-sector response – for reaching people with the health services they need.

Essential public health functions (EPHFs) have
been recognized as a core component of the
primary health care approach and are central to
an integrated, comprehensive, sustainable and
cost-effective approach to enhancing individual
and population health and reducing the burden of
disease, as a...rticulated in the Declaration of Astana
on Primary Health Care and in various World Health
Assembly and regional committee resolutions.
However, their application to meeting population
health needs has remained obscure. This document
presents a technical reference package to support
comprehensive operationalization of public health
using the EPHFs and describes a step-by-step
approach to their application, including a number of
case examples.

The health of humans, animals and environment is vitally interlinked. A majority of emerging and endemic
human diseases have their origins in animals, be they transmitted directly, through food or the environment.
The World Health Organization (WHO), the World Organisation for Animal Health (WOAH,... founded as OIE) and
the Food and Agriculture Organization (FAO) of the United Nations are the main international organizations
responsible for proposing references and guidance for the public health, agriculture and animal health sectors
respectively. WHO, FAO, WOAH has been an active promoter and implementer of an intersectoral collaborative
approach between institutions and systems to prevent, detect, and control diseases among animals and
humans.

Health system resilience is not an inevitable byproduct of any investment in health but must be intentionally programmed and developed with necessary input, investment and contextualization. This technical product aims to guide national, subnational, and global health actors to operationalize the co...ncept of health system resilience for advancement of universal health coverage, health security and ultimately better health for all. It supports the translation of relevant conceptual guidance and high-level recommendations into practical actions.
The specific objectives are to:
present a concise overview of the concept of health system resilience;
provide a roadmap outlining practical and foundational steps for building health system resilience to be adapted to different contexts;
share examples of actions and tools, including stakeholder roles, to support country application of the roadmap.
The target audience for this work is the various stakeholders involved in strengthening health systems and public health including management of emergencies (from prevention and preparedness to response and recovery) and other public health challenges in countries. This ranges from the donors, policy-makers and decision-makers at global, national and subnational levels to the implementing institutions and line managers of health system functions and services across the health system building blocks.

Public health emergencies, including pandemics, highlight the need for health systems and services that are prepared, resilient and ready to respond to health security threats. Endorsed by Member States in 2023, the Asia Pacific Health Security Action Framework (APHSAF) is designed to engage m...ultisectoral actors in health security, and to reflect the complex nature of current and future public health emergencies. The Framework presents six interconnected, multisectoral domains of work that together form a comprehensive, multi-hazard health security system — emphasizing the One Health approach. The Framework also supports progress towards the Sustainable Development Goals and universal health coverage while meeting the responsibilities and obligations of the International Health Regulations (2005).

In 2023, the World Health Organization was responding to 72 health emergencies, including 19 grade-3 emergencies which required the highest level of activation, reaching millions of people. The annual report on WHO’s response to health emergencies in 2023 outlines the increasingly critical role of... WHO at global, regional and country levels, and across the key elements of effective emergency response, including emergency coordination and planning, operational and logistic support, and community engagement and protection. The huge scale and complexities of health emergencies in the 21st century require a strategic shift towards not only meeting the immediate needs of vulnerable communities, but also building community and health system resilience to all hazards – a challenge that both WHO and its partners must continue to meet.

Providing quality, stigma-free services is essential to equitable health care for all and achieving global HIV goals and broader Sustainable Development Goals related to health. Every person has the right to the highest attainable standard of physical and mental health. Countries have a legal obliga...tion to develop and implement legislation and policies that guarantee universal access to quality health services and address the root causes of health disparities, including poverty, stigma and discrimination.
The health sector is uniquely placed to lead in addressing inequity, assuring safe personcentred care for everyone and improving social determinants of health by overcoming taboos and discriminatory or stigmatizing behaviours associated with HIV, viral hepatitis and sexually transmitted infections (STIs). Improving health care quality and reducing stigma work together to enhance health outcomes for people living with HIV. Together, they make health care services more accessible, trustworthy and supportive. This encourages early diagnosis, consistent treatment and improved mental well-being. Thus, people living with HIV are more likely to engage with and benefit from health care services, leading to improved overall health.
