The report was prepared by a World Bank Task Team led by Iris Semini (seconded to the World Bank until July 2013, and now back with UNAIDS), and concluded by Emiko Masaki and Marelize Görgens (World Bank), with support and guidance provided by Daniel Dulitzky, Paolo Belli, Alejandro Cedeno, Alona Goroshko and Lombe Kasonde. Administrative support was provided by Anna Goodman, Mario Mendez and Uma Balasubramanian. When draft results were ready, an in-country workshop was held where stakeholders provided their inputs. After almost eight bloody years, the war in Syria finally appears to be reaching the endgame. The Assad regime controls some two-thirds of the country. In the northwest, the regime of Syrian President Bashar al-Assad has launched an offensive against opposition-controlled Idlib governorate under the... cover of a brutal Russian bombing campaign. Upwards of 3 million Syrians in Idlib are under threat. Meanwhile, in northeast Syria, the Syrian Democratic Forces—the Syrian Kurdish dominated militia backed by the United States—have dislodged the Islamic State and now control one-third of the country. However, the humanitarian situation in the northeast remains extremely fragile and could deteriorate quickly. Indeed, over a third of the 4 million people in this area need humanitarian assistance and some 600,000 are displaced.

Based on the Vulnerability Index developed in this review, an estimated 22.7 million persons in Myanmar, or 44% of the population, were found to have some form of vulnerability related to human development and/or exposure to active conflict/violence. These people experience varying combinations of p...oor housing, lack of education, poor educational attainment, lack of access to safe sanitation and improved drinking water, and direct exposure to conflict.
Shan and Ayeyarwady have the largest populations of vulnerable persons, a function of both their size and relative vulnerability in comparison to other States and Regions. Yangon and Shan show the widest variation in vulnerability across townships (in terms of the number of vulnerable persons and their level of vulnerability), followed by Mandalay, Chin and Rakhine.

The Government of Kenya has taken a number of measures to curb the spread of the virus, including implementing a curfew, restricting movement out and into four coun...ties, including Nairobi Metropolitan, and closing most of the urban and rural markets to enforce social distancing. However, these measures, along with the global economic shock caused by the pandemic, are expected to generate new needs, requiring an immediate and urgent response.

South Africa reported it fist case of COVID-19 on 5 March 2020. While the first cases were imported, local transmission has led to a rapid increase in the number of cases. As of 21 April 2020, more than 3,400 cases and 58 deaths had been confirmed. On 15 March, President Cyril Ramaphosa declared a n...ational state of disaster, and the government has since taken several measures to curb the spread of the virus, including closing borders, implementing strict social distancing measures and a 35-day nation-wide lockdown. These measures, along with the global economic shock caused by the pandemic, are expected to generate rising needs requiring an immediate and urgent response. Although South Africa is considered an upper-middle-income country, the amount of disparities—social, economic, and gender—make the country particularly vulnerable during this emergency.

Coronavirus Disease-19 (COVID-19) was declared a global pandemic on 11 March 2020, and Malawi declared its first case on 2 April. As of 30 April, there were 36 confirmed positive cases of COVID-19 and 3 deaths. A State of Disaster was declared by President Arthur Peter Mutharika on 20 March and a 21...-day lockdown was implemented from 18 April to 9 May. The lockdown measures include: bans on public gatherings; closure of schools; and bans on international flights and cross-border passenger buses.

This paper introduces a new dataset of official financing—including foreign aid and other forms of concessional and non-concessional state financing—from China to 138 countries between 2000 and 2014. We use these data to investigate whether and to what extent Chinese aid affects economic growth ...in recipient countries. To account for the endogeneity of aid, we employ an instrumental-variables strategy that relies on exogenous variation in the supply of Chinese aid over time resulting from changes in Chinese steel production. Variation across recipient countries results from a country’s probability of receiving aid. Controlling for year- and recipient-fixed effects that capture the levels of these variables, their interaction provides a powerful and excludable instrument. Our results show that Chinese official development assistance (ODA) boosts economic growth in recipient countries. For the average recipient country, we estimate that one additional Chinese ODA project produces a 0.7 percentage point increase in economic growth two years after the project is committed. We also benchmark the effectiveness of Chinese aid vis-á-vis the World Bank, the United States, and all members of the OECD’s Development Assistance Committee (DAC).

Little is known about foreign aid provided by private donors. This paper contributes to closing this research gap by comparing the allocation of private humanitarian aid to that of official humanitarian aid awarded to 140 recipient countries over the 2000-2016 period. We construct a new database tha...t offers information on the country in which the headquarters of private donors are located to test whether private donors follow the aid allocation pattern of their home country. Our empirical results confirm that private aid “follows the flag.” This finding is robust against the inclusion of various fixed effects, estimating instrumental variables models, and disaggregating private aid into corporate aid and NGO aid. Donor country-specific estimations reveal that private aid from China, Sweden, the United Kingdom, and the United States “follow the flag.”
