HIV/AIDS, security and conflict: making the connections
Cambodia drafted and adopted the National Action Plan for Disaster Risk Reduction 2014-2018 in 2014. This plan finalized the required policies and legal processes to strengthen DRM in Cambodia. It also focused on capacity building at national and sub-national levels and provided dedicated resources ...for strengthening the NCDM and the Sub-National Committees for Disaster Management. Cambodia’s legislature then passed the Law on Disaster Management in June 2015. This legal framework for disaster management assigns legally binding roles and responsibilities, establishes institutions, and assists with the allocation of resources and coordination. NCDM is Cambodia’s lead government agency for emergency preparedness and relief. The NCDM provides the overall leadership of the Plan of Action for Disaster Risk Reduction (DRR) coordination in Cambodia. Cambodia has adopted the Cambodia Red Cross (CRC) as the primary partner for relief operations.

In northern Myanmar, nearly 100,000 people continue to live in displacement camps in Kachin and northern Shan States. Most were first displaced by fighting between the Myanmar military and the Kachin Independence Army in 2011, and many have been displaced multiple times, including in recent months. ...Approaching seven years of displacement, and despite ongoing and often increasing needs, displaced persons in northern Myanmar face decreasing aid and protection services. Over the past two years, the Government of Myanmar has dramatically increased restrictions on delivery of aid to this displaced population at the same time that the overall amount of aid provided by international donors has decreased.

Recognizing the extent to which the COVID-19 outbreaks affects women and men differently is hugely important. Some preliminary data suggested that more men than women are dying, potentially due to sex-based immunological differences, higher rates of cardiovascular disease for men and lifestyle choic...es, such as smoking. However, the experiences and lessons learned from the Zika and Ebola outbreaks and the HIV pandemic demonstrate that robust gender analysis and informed, gender-integrated response are vital to strengthen the access and acceptability of the humanitarian services needed to meet the distinct needs of women and girls, as well as men and boy and LGBTI people.

In 2021, the humanitarian community continued to support those in need, placing protection at the centre of its response. Learning from and building on past efforts, humanitarian actors will continue to respond and adapt their response to the various shocks impacting populations in Cameroon, such as... violence against civilians, natural disasters, and epidemics, including the COVID-19 pandemic.

Mozambique registered its first COVID-19 case on 22 March 2020 and since then numbers have steadily grown over the following three months with cases now reported in all provinces. This document is the third iteration of the Flash Appeal for Ukraine, which was originally published on 1 March 2022 and revised once in mid-April. This updated Flash Appeal covers the period of 10 months following the onset of the war in Ukraine that started on 24 February 2022 (i.e., from March to... December 2022). The financial requirement of this Flash Appeal reflects the humanitarian needs from March until the end of 2022, taking into account the funding status and the response achievements to date, as well as the realistic projection of response capacity in the second half of the year.
