Assessing and improving quality and human rights in mental health and social care facilites
A stated objective of WHO’s European Mental Health Action Plan 2013–2020 is to ensure better information and knowledge for service planning, development, monitoring and evaluation, including requesting Member States to report on the indicators in the Plan.
Progress towards achieving the int...ernationally agreed mental health objectives and targets is monitored in the periodic WHO Mental Health Atlas, which collates global information on mental health policies, resources and services.
This booklet provides a snapshot of the situation in countries in the WHO European region with regard to a number of core mental health targets and indicators, derived from the WHO’s Mental Health Atlas 2017.

Manual for use in primary care.
There is substantial evidence for the benefits of screening and brief intervention in primary health care for alcohol problems. However, there is a need for screening and brief interventions with cross-cultural relevance for substances other than alcohol or tobacco,... such as cannabis, amphetamines, cocaine and opiates.
The Alcohol, Smoking and Substance Involvement Screening Test (ASSIST) was developed for the World Health Organization (WHO) by an international group of substance abuse researchers to detect and manage substance use and related problems in primary and general medical care settings. Primary health care professionals are well-positioned to provide interventions targeted to all substances irrespective of their legal status.
The ASSIST screening test version 3.0 is available in English and in 10 other languages (Arabic, Chinese, Farsi, French, German, Hindi, Portugüse, Russian, Spanish and Ukrainian).

In reviewing State Parties report on the implementation of the Charter, the Committee has identified children on the move as an emerging child protection issue in African, and therefore commissioned a study in view of making recommendations to tackle the problem in Member States. The SAMHSA-HRSA Center for Integrated Health Solutions (CIHS) promotes the development of integrated primary and behavioral health services to better address the needs of individuals with mental health and substance use conditions, whether seen in specialty behavioral health or primary care provider... settings. CIHS is funded jointly by the Substance Abuse and Mental Health Services Administration(SAMHSA) and the Health Resources and Services Administration (HRSA), and run by the National Council for Behavioral Health.
Despite the high prevalence of mental health and substance use problems, too many Americans go without treatment — in part because their disorders go undiagnosed. Regular screenings in primary care and other healthcare settings enables earlier identification of mental health and substance use disorders, which translates into earlier care. It introduces the concepts of inter-sector needs profile and inter-sector causal analysis, and how to use these to articulate shared objectives and better integrated and holistic response packages, as opposed to siloed plans.
It introduces the concept of basic needs basket, and how to define the BN basket based on both households' perspective and sector experts' opinions, and acknowledging that needs have different frequencies and timings, and units of analysis (individual, household, community).
