This report serves as a background paper to five short studies Yemeni-international researcher tandems will jointly develop in the course of 2019. It places a particular focus on ‘peace requirements’, a term that seeks to draw attention to the manifold challenges to establishing stab...ility and building peace in Yemen and the resulting efforts which will be required. This report analyzes the current situation in Yemen by looking at social structures, current conflict dynamics, the role and situation of state institutions and external factors, and then moves on to focus on what is required to build peace in Yemen. In laying out these peace requirements, the report focuses on the following relevant sectors: economy, politics, culture and society, as well as security and justice. In a last step, it takes a look at the challenges to and capacities of five different actor groups in Yemen to address these needs: civil society, women, youth, the media and the private sector

Myanmar has made significant progress in its disaster management policies, plans, and procedures since 2008, when Cyclone Nargis impacted the country leaving devastation in its aftermath. The Government of Myanmar (GoM) has modified the government structure and created new authorities and plans to i...mprove the effectiveness of disaster management at all levels. While this progress is encouraging and shows the determination of the government to make necessary adjustments, the resources to implement the policy changes have been slower to develop. The purpose of the report is to present some first recommendation for the development of Myanmar ecological quality criteria using the system of the EU Water Framework Directive (EU WFD) as baseline, with main focus on the characterization and classification processes. As background for the recommen...dations we first give an overview of the main water use categories in Myanmar. We then provide preliminary suggestions for typology criteria and indices for assessing ecological status in lakes and rivers in Myanmar. The typology factors and physico-chemical parameters are based on common used factors in the EU countries. The biological elements include phytoplankton and aquatic macrophytes for lakes, and benthic invertebrates for rivers.

This second edition of the “living paper” contributes to the global knowledge on how countries are responding to the pandemic by documenting real-time actions in a key area of response – that is, social protection measures planned or implemented by governments.
For the purpose of this revie...w, we organized interventions by social assistance, social insurance and labor market programs. For the latter measures, we deliberately focused on supply-side programs (e.g., mostly wage subsidies and other activation programs). In most cases, data sources include official information published in government websites, while in many cases we reported information from global and national news outlets. In some cases, information was provided directly by country-based experts, while the full database was validated and integrated by regional and country social protection teams at the World Bank. Overall, findings should be considered preliminary and interpreted with caution.

Little is known about foreign aid provided by private donors. This paper contributes to closing this research gap by comparing the allocation of private humanitarian aid to that of official humanitarian aid awarded to 140 recipient countries over the 2000-2016 period. We construct a new database tha...t offers information on the country in which the headquarters of private donors are located to test whether private donors follow the aid allocation pattern of their home country. Our empirical results confirm that private aid “follows the flag.” This finding is robust against the inclusion of various fixed effects, estimating instrumental variables models, and disaggregating private aid into corporate aid and NGO aid. Donor country-specific estimations reveal that private aid from China, Sweden, the United Kingdom, and the United States “follow the flag.”
