The Ministry of Health together with its partners realizes that efficient and effective
delivery of clinical care is highly dependent on the availability of appropriately
upgraded environment, which is in well facilitated space. Such facilities and utilities
should always be properly designed, bu...ilt, and maintained, so as to ensure efficient
treatment in clean and safe from infection.
The main challenges in achieving this include the lack of, appropriate holistic and
futuristic management plans, human resource for facility/utility management and
maintenance, adequate budget funds for renovation/maintenance activities at all
levels which means daily and long-term of facility maintenance plans and executions.
It is hoped that the guidelines will help to standardise

The Central African Republic has experienced
repeated sociopolitical crises since
the tragic death of its founder, Barthélémy
Boganda, the year before the county’s independence.
Today there is a general tendency
by foreign observers and analysts who are
not conversant with the history of t...his country,
to simply ignore or minimize this aspect
of the political background of the CAR. This
has resulted in poor understanding of the
diachronic and holistic causes of the identity
crises, and of the recurrent cycles of violence
this country has been experiencing through
the years.

The views expressed in this report are those of the author, and do not necessarily reflect the opinions of GSDRC, its partner agencies or the European Commission. Women and girls have specific needs that are often ignored during crisis. While on the run or while living in shelters, women and girls continue to become pregnant, but they often lack access to basic sexual and reproduc-tive health care. Without assistance by midwifes or access to contraceptives, w...omen and girls are at increased risk of unsafe sex, unwanted pregnancy and unsafe delivery, and are at a higher risk of infection by HIV and other sexually transmitted infections. In addition, displaced women have virtually no access to protection, security, justice, and other services related to gender-based violence (GBV). For these reasons, the delivery of sexual and reproduc-tive health and rights (SRHR) as well as GBV services to conflict-affected communities – most of whom are living in protracted displacement – is a key part of UNFPA’s Women and Girls First Programme (WGF). The initia-tive is a commitment to prevent and respond to violence perpetrated against women and girls in Myanmar, and to realize their sexual and reproductive health and rights.

Clashes throughout 2018 in the capital Bangui and a number of major towns illustrate the deadly threat posed by armed groups – a mix of pro-government militias, ex-rebels, bandits and local “self-defence” units – that control much of the countr...y. MINUSCA, the UN peacekeeping force, has failed to neutralise these groups and, as a result, is mistrusted by the general public. Likewise, the national army, slowly being deployed in parts of the country, has been unable to constrain the armed groups’ predatory activities. The humanitarian situation remains dire, with more than one million people internally displaced or fleeing to neighbouring countries and 2.5 million in need of assistance, according to the UN.

This report serves as a background paper to five short studies Yemeni-international researcher tandems will jointly develop in the course of 2019. This report analyzes the current situation in Yemen by looking at social structures, current conflict dynamics, the role and situation of state institutions and external factors, and then moves on to focus on what is required to build peace in Yemen. In laying out these peace requirements, the report focuses on the following relevant sectors: economy, politics, culture and society, as well as security and justice. In a last step, it takes a look at the challenges to and capacities of five different actor groups in Yemen to address these needs: civil society, women, youth, the media and the private sector
