These ICRC guidelines outline the organization’s approach to mental health and psychosocial support (MHPSS) during and after armed conflict and other situations of violence. They provide a framework for harmonizing MHPSS programmes within the organization, and an insight into its strategic process...es and field practices.
This publication is not intended to serve as a training manual for specific MHPSS techniques. In sharing these guidelines with an external audience, the ICRC aims to raise awareness of its approach among professionals and other interested parties.

The disaster focal points are the NDRRMC and the Office of Civil Defence (OCD). The Department of Social Welfare and Development (DSWD) is responsible for leading immediate disaster relief efforts.
The Armed Forces of the Philippines (AFP) is a primary responder in disasters and have been deployed frequently to several disaster relief operations in the country in recent years. The Philippines has endured disasters that involve national and international assistance.

A national overview with a case study from Cam Le district
The overall aims of this study are (1) to assess the extent to which social protection systems in Vietnam address the needs of people with disabilities; and (2) to identify and document elements of good practice, as well as challenges, ...in the design and delivery of social protection for people with disabilities. As most social protection programmes in Vietnam are targeted to various vulnerable groups (e.g. orphans, widows, single parents), the research mainly focuses on disability-specific schemes, as they are relevant to a higher proportion of people with disabilities.

Internally displaced persons (IDPs), refugees, migrants and returnees constitute a sizeable population in the WHO Eastern Mediterranean Region. There were 12 million refugees (half are Palestinians) and 13 million IDPs in the Region as of 2018. In addition, those who can access care, are often faced with financial hardship. Hundreds of millions of people were already suffering from hunger and malnutrition before the virus hit and, unless immediate action is tak...en, we could see a global food emergency. In the longer term, the combined effects of COVID-19 itself, as well as corresponding mitigation measures and the emerging global recession could, without large-scale coordinated action, disrupt the functioning of food systems. Such disruption can result in consequences for health and nutrition of a severity and scale unseen for more than half a century.
