UNICEF CHILD ALERT May 2018
As part of a UNICEF series highlighting the challenges faced by children in current crisis situations, this Child Alert examines the situation of children affected by violent conflict in Kasai region, Democratic Republic of the Congo. The alert outlines what UNICEF a...nd its partners have achieved to date in providing humanitarian assistance to children in Kasai affected by malnutrition and lack of access to health care, safe water and education. It calls upon all parties to the conflict – and the international community – to take urgent action protecting the lives and futures of children at risk, before it is too late.

UNICEF analysis indicates that:
- Investments that increase access to high-impact health and nutrition interventions by poor groups have saved almost twice as many lives as equivalent investments in non-poor groups.
- Access to high-impact health and nutrition interventions has improved ra...pidly among poor groups in recent years, leading to substantial improvements in equity.
- During the period studied, absolute reductions in under-five mortality rates associated with improvements in intervention coverage were three times faster among poor groups than non-poor groups.
- Because birth rates were higher among the poor, the reduction in the under-five mortality rate translated into 4.2 times more lives saved for every 1 million people. Indeed, of the 1.1 million lives saved across the 51 countries during the final year studied for each country, nearly 85 per cent were among the poor.
- Intensified focus on equity-enhancing policies and investments can help countries achieve the Sustainable Development Goal newborn and child mortality targets (SDG3.2).

It‘s hard to feel positive when our kids or teenagers are driving us crazy. We often end up saying “Stop doing that!” But children are much more likely to do what we ask if we give them positive instructions and lots of praise for what they do right.

Society first acknowledges a child’s existence and identity
through birth registration. The right to be recognized as
a person before the law is a critical step in ensuring
lifelong protection and is a prerequisite for exercising all
other rights. A birth certificate is proof of that legal ide...ntity, and is
the basis upon which children can establish a nationality,
avoid the risk of statelessness and seek protection from
violence and exploitation. For example, proof of age is
needed to help prevent child labour, child marriage and
underage recruitment into the armed forces. A birth
certificate may also be required to access social service
systems, including health, education and justice.

These advocacy messages complement the Technical Note on the Protection of Children during the COVID-19 Pandemic, for child protection actors to prioritize child protection in COVID-19 response plans.
The current COVID-19 epidemic, like other infectious disease outbreak
previously, imposes to Child Protection actors to work and deliver services with
great creativity and flexibility, especially in those areas of interventions
traditionally relying on group-gathering (i.e. Child Friendly Spaces)... and face-toface
interactions.

Infectious diseases, such as COVID-19, can have a significant impact on children’s and their caregivers’
wellbeing beyond the disease itself. In terms of child protection, there are three main potential
secondary impacts:
- Neglect and lack of parental care.
- Mental health and Psychosocia...l distress.
- Increased exposure to violence, including sexual violence, physical and emotional abuse.
