health assistance for populations in developing countries affected by wars, conflict, natural disasters and other emer-
gencies. The film and guidebook offer a practical framework for the training of trainers that enables psychosocial
and mental health workers to train others. Through modifications for local culture and context, the framework
presented can be used in training programmes on the road to peace of mind around the globe.

BANGLADESH COMMUNITY HEALTH PROGRAMS
Voices from Leaders in the Field
It is a pressing question for donors and NGOs alike: is funding development and humanitarian work in fragile and conflict-affected states (FCAS) the equivalent of pouring money into a bottomless pit, if achievements are only going to be undone by further cycles of violence? There is, of course, a st...rong humanitarian imperative to meet the needs of those caught up in violence. However, if the long-term aim of humanitarian and development efforts is the reduction of poverty, it begs the question: what contribution can these programmes make to building peace and stability – and thus increase their own effectiveness and sustainability?

This policy will serve as a cornerstone from which to address the accessibility of Family Planning services and to encourage its integration with services for HIV/AIDS, maternal health, child health, and other development initiatives. This policy is timely, as Rwanda is embarking on the introduction... of community-based provision of Family Planning through community health workers. In addition, the expansion of adolescent sexual and reproductive health programs is a pillar of this policy that will help attract and retain the next generation of Family Planning users. These efforts are anticipated to trigger a paradigm change in the way Family Planning services are provided and accessed in order to contribute towards a healthy and productive Rwanda for all.

The health services delivery system in Zambia is pyramid in structure, with primary healthcare (PHC) services at community level, at the base, followed by first and second level hospitals at distric...t and provincial levels, respectively, and third level (tertiary) services at national level. Notably, primary health services are free in Zambia and health service providers are either governmentowned or not-for-profit facilities.
Over the years, resource constraints have affected the quality and extent of healthcare services at all levels, requiring the mobilisation of additional resources for the sector. In doing so, prioritisation was high on the agenda of health sector reform. The EHB, therefore, prioritises interventions with the highest impact on the population, enabling policy makers to revisit priority diseases and conditions and to cost the services provided at each level of facility. Other key issues in developing the EHB in Zambia have included the need to have cost-effective services and cost per capita of services for more systematic budgeting, to rank interventions and to validate and cost the health benefit package as a whole.

This case study examines the humanitarian response to the conflict-related crisis in the North-East of Nigeria, focusing primarily on the period from 2015 to the end of 2016. The aim is test the central hypotheses of the Emergency Gap project: that the current structure, conceptual underpinning and... prevalent mindset of the international humanitarian system limits its capacity to be effective in response to conflict-related emergencies.
As with many conflict-related crises, the emergency in north-east Nigeria has deep and complex roots in the history of the region. The conflict began in 2009 and quickly developed beyond the control of the authorities. It unfolded in the midst of pre-existing political, social and economic tensions, making an effective humanitarian response exceedingly difficult. Despite this complexity, what is clear is that the crisis has resulted in a sprawling humanitarian disaster that has killed over 25,000 people as a direct result of the violence, and continues to devastate many more lives through hunger, psychological trauma and lack of access to healthcare.

The 2018 Sphere Handbook builds on the latest developments and learning in the humanitarian sector. Among the improvements of the new edition, readers will find a stronger focus on the role of local authorities and communities as ...actors of their own recovery. Guidance on context analysis to apply the standards has also been strengthened. New standards have also been developed, informed by recent practice and learning, such as WASH and healthcare settings in disease outbreaks, security of tenure in shelter and settlement, and palliative care in health. The ERP approach seeks to improve effectiveness by reducing both time and effort, enhancing predictability through establishing predefined roles, responsibilities and coordination mechanisms. The Emergency Response Preparedness Plan (ERPP) has four main components: i) Risk Assessment, ii) Minimum Pr...eparedness Actions, iii) Standard Operating Procedures (SOP), and iv) Contingency Plans for the initial emergency response. Besides these four elements, the preparedness package also includes the updated Multi-Sector Initial Rapid Assessment (MIRA) methodology, the Scenario Plan for a cyclone in Ayeyawaddy as well as the key documents for cash transfer programming in new emergencies.
