Over the past few months, battles between the Myanmar military and the Arakan Army (AA) have increased in Rakhine and Chin states. Initially during the Union Solidarity and Development Party (USDP) administration, and now during the National League for Democracy (NLD) administration, ethnic armed or...ganizations (EAOs) that once had limited numbers and military capabilities have gained in strength by allying with more powerful EAOs, posing a challenge to the peace process. The continued insistence by the government and military that all EAOs sign the Nationwide Ceasefire Agreement (NCA) before engaging in further substantive dialogue has only exacerbated the many armed conflicts in the country.

The CDAC Network commissioned a practice guide to draw both on their experiences and many others’ in order to document approaches, practices and tools to working with rumors. It is aimed primarily at humanitarian programme managers and field staff to provide them with practical tips on how to work... with rumors in their response programs in a way that is achievable amid competing demands.
Part One focuses on some of the theory behind rumors: the definition, nature and importance of rumors, and why we need to work with them.
Part Two explains the key steps and considerations to identifying and addressing rumous: listening, verifying and engaging.
Part Three examines different roles and responsibilities in working with rumous, and how anticipation, coordination and partnerships can enhance what you do.

The toolbox contains guidance and tools (sample templates) for data collection in M&E of PSS programmes. The tools can be adapted to PSS programme, depending upon target group, activities and scope. These are tools that may be useful for your programme and many are drawn from existing PSS programme ...M&E tools, but they are not an exhaustive list. They can act as an inspiration and supplement to other existing tools.
