The HHEAT is an ethical analysis tool designed to help humanitarian healthcare workers make ethical decisions. It consists of 3 components: (1) a summary card highlighting key questions, (2) a handbook providing a...n overview of the tool, and (3) a worksheet for recording the decision-making process. The tool was inspired by research examining ethical challenges and moral distress experienced by humanitarian workers. The HHEAT has been tested and validated by humanitarian workers and experts from the fields of humanitarian medicine and nursing, as well as applied ethics.

Four health surveys were performed in Kutupalong Makeshift Settlment (KMS), Balukhali Makeshift Settlement (BMS), Kutupalong Makeshift Settlement Extension (KMS Extension) and Balukhali Makeshift Settlement Extension (BMS Extension). These sites were chosen to ensure that the health... status and conditions were measured in both the new settlements and the pre-existing settlements. The surveys measured current and retrospective mortality, the main morbidities affecting the population, global and severe acute malnutrition rates, vaccination coverage rates for key antigens and health-seeking behaviour. Simple random sampling was used with a recall period from 25th February 2017 until the date of interview (30th October to 12th November): approximately 260 days.

The World Health Organization (WHO) has been present in Niger since 1960, and acts as the Government's principal advisor on public health and lead of the health cluster. WHO covers all eight regions of the country with 113 staff members in Niamey and in 7 sub-offices (Agadez, Diffa, Zinder, Maradi,... Tillabéri, Dosso, Tahoua).
To strengthen its cooperation with Niger, WHO has recently developed a new Country Cooperation Strategy (CCS) for 2023-2027 period in collaboration with the Ministry of Public Health, Popula-tion and Social Affairs. The CPS is based on the WHO's 13th General Programme of Work (GPA) 2019-2025 and national priorities. It enables WHO to support Niger in the implementation of its national health policy and the 2022-2026 Health and Social Development Plan (HSSP).
